Description The Department of Revenue's Research and Fiscal Analysis (RFA) Division is excited to announce an incredible opportunity as a Tax Policy Specialist 4 (TPS4).
This position conducts revenue and economic impact analysis related to one or more broad tax or program areas and how changes impact the tax burden of households and businesses.
The Department of Revenue is responsible for maintaining a tax research section.
The Research and Fiscal Analysis division conducts constant observation and economic investigation of the effectiveness and adequacy of revenue laws of this state in order to assist the Governor, the Legislature, and the Director in estimation of revenue, analysis of tax measures, and determination of the administrative feasibility of proposed tax legislation.

Duties As a Tax Policy Specialist 4, you will conduct revenue and economic impact analysis related to one or more broad tax or program areas and how changes impact the tax burden of households and businesses.
If you thrive in a fast paced, collaborative, team environment and enjoy data mining and researching complex information, with the keen insight to interpret and project trends, this position is for you.
Essential functions of this position are: Conducting revenue and economic impact studies of major importance for the Legislature, the agency and other state agencies, including the implementation, direction, and review of all aspects of a study to include the assessment of impacts and policy implications from the agency perspective.
Preparing fiscal and economic impact analysis on proposed various alternatives to Washington's current tax structure or benefit programs for the Legislature, the Office of Financial Management (OFM), and the Governor's office.
You will have the opportunity to build relationships and collaborate with all levels of agency staff as well as external stakeholders, the Governor's office, the Legislature, and legislative staff throughout this high-profile project.
You will become the expert in your tax area, making recommendations throughout the decision making process.
The ability to effectively communicate complex information to diverse audiences in a public and private forum is essential.
Qualifications To join our team, you must meet these required qualifications: A bachelor's degree in economics, statistics, taxation, public finance, accounting, or closely allied field AND six years of professional experience in economics, statistical analysis, public finance, or tax administration.
OR A master’s degree in economics, statistics, taxation, public finance, accounting, or closely allied field AND five years of professional experience in economics, statistical analysis, public finance, or tax administration.
OR A Ph.
D.
degree in economics, taxation, public administration, public finance, accounting, or closely allied field AND two years of professional experience in economics, statistical analysis, public finance, or tax administration.
Quantitative knowledge including principles of economics, economic forecasting, statistics, mathematics, accounting, simulation modeling, critical path scheduling, and probability analysis as well as high-level computer applications for the strategic design and creation of management information.
As well as the skills to: Lead a professional staff, including talent for mentoring, coaching and training.
Communicate complex information verbally, in writing, and produce statistical tables and charts into a simplified form for a broad audience.
Handle oneself in a highly charged and politically sensitive situation, follow protocols, with the ability to work with legislators and their staff, the Governor's Office, and Revenue Executive staff.
Deliver a high-quality product.
Facilitate discussions to arrive at agreed upon solutions with internal and external groups.
Testify before the Legislature or provide presentations to work group members and external stakeholders.
Demonstrate strong interpersonal skills with the ability to accept the suggestions of others, to motivate and build relationships through teamwork.
Exhibit self-confidence, creativity, and objectivity.
Preferred qualifications include the ability to: A master's degree or Ph.
D.
in economics, statistics or taxation.
Proven ability as a project manager or team lead to include organization, leadership, and time management skills.
Design and execute highly technical reports or studies.
Work with technical advisory groups.
Direct the work of professional staff.
Experience with or understanding of tax research and analysis, Washington State's tax system, and the organization of the department's and other agency's data.
Ability to use SAS or a similar statistical analysis software tool.
