About The Division: The Division of Credit Unions (DCU) examines and regulates 48 state-chartered credit unions for safety and soundness and compliance with applicable credit union laws in order to protect members’ financial interests.
Although these credit unions are our customers, the citizens are the ultimate beneficiaries of DCU’s work.
DCU is comprised of approximately 27 staff members who work together with a team approach to examine and analyze state-chartered credit unions.
Duties About the Position: As a Financial Examiner Supervisor, you would train and coach an exam team to meet the mission of this agency.
The Financial Examiner Supervisor provides this training while conducting Safety and Soundness examinations.
When leading an exam as Examiner in Charge, Financial Examiner Supervisors typically work with an exam team of four to eight people, in a fast-paced, deadline-oriented environment.
Additionally, Financial Examiner Supervisors assist their examiners with analysis of Washington state-chartered credit unions that are located throughout the state, for safety and soundness and compliance with law.
The Financial Examiner Supervisor assists their direct reports with planning, conducting, leading, and assisting with examinations of regulated entities and/or independently conducting analysis of smaller credit unions.
You and your team would be a vital participant in ensuring the continuity of financial services offered state-wide, find engaging challenges in all facets of credit union operations, and evaluate risk across the spectrum of assessable areas including Capital, Assets, Management, Earnings, Liquidity and Market Sensitivity.
This includes unencumbered access to the credit unions to ensure current practices are safe and sound.
Financial Examiners are provided training through National Credit Union Administration, Federal Financial Institution Examination Council, National Association of State Chartered Credit Unions, and various online training tools.
Some of what you will do: Frequently communicate with other supervisors regarding their assigned financial examiners, and actively seeks feedback on their assigned financial examiners.
Prepare and conduct annual, interim, probationary, trial service, in-training, and any other periodic performance evaluations for their assigned financial examiners that are on-time and as required.
Train examiners on examination processes and procedural changes and facilitates discussions with examiners and Division management at quarterly staff meetings.
Maintain the highest standards of personal, professional, and ethical conduct at all times and supports the state’s goals for a diverse workforce.
Actively participate in bi-weekly supervisor meetings.
Mentor and train financial examiners, especially newer financial examiners and those in lead roles, such as the EIC.
Lead and coordinate procedural changes to the examination process.
Display management and leadership abilities to peers and subordinates, to the management of credit unions, and to federal counterparts.
Communicate frequently with Division management regarding examinations that are currently being performed and regarding examination findings/issues/recommendations and/or personnel matters.
Formalize written examination reports and work collaboratively with peers to draw conclusions and to make recommendations and requirements for corrective action(s).
Perform field investigations when an investigation is warranted based on a consumer complaint.
Make recommendations to Division management on how to best implement examination policy and procedural changes.
Assist in the recruiting, selection, and the hiring process for new financial examiners.
Qualifications Required Qualifications: At least 20 quarter or 12 semester credit hours in accounting, economics, and/or finance.
An ability to supervise and assign work to Financial Examiners.
A knowledge of personnel rules, practices, and procedures related to hiring, employee evaluations, promotions, and disciplinary actions.
An ability to assist in the process of hiring, training, and developing examination staff.
Very strong leadership, organization and planning skills.
Desired Qualifications: Ability to: Plan and direct financial examinations.
Plan, coordinate, supervise, and evaluate the activities and training of financial examiners.
Communicate effectively in writing and review and edit the writing of others.
Correct the incorrect usage of punctuation and grammar.
Other competencies: This position requires an accomplished level of competency in conflict management, teamwork, diplomacy, diversity, collaborating, networking, and negotiating and influencing skills.
This position also requires an ability to work effectively with customers of diverse backgrounds and opposing viewpoints.

Desired Qualifications: The minimum level of education preferred is a bachelor’s degree with an emphasis in finance or accounting.
The FES (Field) should possess strong interpersonal and communication skills in order to successfully communicate examination concerns to credit union management, to help empower examiners to perform their best, and to negotiate with federal examiners.
Judgment, ethics, and critical analysis skills are also essential.
This incumbent must also be able to actively listen and to develop creative solutions that are appropriate for many different types of credit union needs.
The incumbent should possess strong supervisory experience, especially in supervising field examiners.
To be effective in this position, the incumbent should have knowledge in a broad spectrum of financial institution areas, including: (1) accounting; (2) finance; (3) lending (consumer, real estate, and business); (4) economics; (5) consumer protection laws; (6) asset-liability management; (7) investments; (8) regulatory statutes, rules, regulations, guidance, legal opinions (both state and federal); (9) management techniques and practices; and (10) organizational behavior.
Other desired education and experience: Master’s in Business Administration.
Completion of a post-graduate banking school.
At least two years of supervision experience, formal or informal.
Five years of experience in accounting, auditing, examining regulated entities, or working for a regulated entity in the following advanced position areas: lending, operations, analysis of loan or securities portfolios, auditing, investments, or information system security.
Supplemental Information Positions Supervised: Directly - 4-5 Financial Examiners.
Duty Station and Travel Requirements: This position requires some overnight travel.
Most of the supervisors’ time is spent in the field or remotely conducting examinations at various financial institutions throughout the state.
When not in the field conducting examinations, work assignments will be completed at your home residence – which will be your official duty station.
Occasional travel to DFI Headquarters in Tumwater for training and/or meetings.
Typical Work Schedule: The work schedule for this position is Monday – Thursday 7:30 am – 5:30 pm with alternating Fridays off.
On the working Friday, work hours will be 7:30 am – 4:00 pm.
You will have an hour for lunch each day, except for on the working Friday when lunch is half an hour.
