This position directly supports the mission of L&I as it pertains to safeguarding the safety and health of the workforce by ensuring employers carry industrial insurance and pay the correct amount of industrial insurance premiums as it relates to the assigned risk classification(s) for their business.
This position ascertains whether or not firms are in compliance with industrial insurance reporting requirements.
You're a motivated self-starter, can work independently, have solid people skills and 20 semester or 30 quarter hours in accounting with the ability to apply Generally Accepted Accounting Principles.
Your success will look like this: Within 12 to 18 months, you will complete an extensive on the job training that familiarizes you with the field audit program policies, procedures, applications and their use when dealing with audit situations.
Upon successful completion of training, you'll: Learn to follow Field Audit Standard Audit Processes; Correctly respond to inquiries about Labor & Industries reporting requirements and referring them to appropriate parties.
This position can be filled at the L&I Field Auditor 1, 2, or 3 levels depending on qualifications.
The salary range for each of the job classification is as follows: L&I Auditor 1 - $3,537-$4,723 per month L&I Auditor 2 - $3,796-$5,088 per month L&I Auditor 3 - $4,282-$5,756 per month Duties Some of what you'll do: Performs compliance audits, educational audits for new and existing employers and investigations to verify employers are complying with the Revised Code of Washington (RCWs) Title 51 and Washington Administrative Code (WACs).
Prior to conducting audit, review firm’s account to become familiar with their business activities.
Conducts computer research on firm’s accounts with other agency programs.
Independently screens, schedules, coordinates, and conducts audits of business financial records to determine premium liability for industrial insurance using accepted accounting principles and generally accepted government auditing standards.
Reviews employment contracts and conducts fact-finding interviews to determine independent contractor status for industrial insurance purposes.
Determines proper risk classification for job hazards of the business, and if the business is in compliance with industrial insurance reporting requirements.
Conducts out-of-state audit assignments to determine if industrial insurance premiums are due in Washington.
Effectively identifies, collects, organizes and documents data and information in ways that make the information most useful for subsequent assessment, analysis and investigations.
Evaluates and verifies financial records.
Determines if employer is in compliance with industrial insurance laws using a variety of computer software programs.
Works with internal and external parties to resolve issues and problems.
Documents audit details in chronological order as events happen throughout the audit process.
Prepares professional and extensive reports of audit findings using assigned computer and various software programs including Word, Excel, PowerPoint, BEAR, Accurint, SAW, Orion, LINIIS, and SERV; among others.
Educates employers by answering questions and providing information related to audit processes, laws and rules.
Independently conducts audits of business financial records to determine premium liability for industrial insurance and exercises independent judgment in determining the outcome of the audit.
Performs on-site audits at employer’s facility and surveys the work operations to determine if the firm has the correct risk classification for job hazards of business.
Provides professional consulting and technical assistance to educate employers including on-site visits regarding prime contractor liability, recordkeeping and reporting requirements.
Prepares an extensive report of audit findings.
Communication with employers.
Uses plain language to explain audit findings clearly and concisely and to advise the employer of the proper reporting rules in the field audit result letter.
Discusses audit findings with employers and their representatives in post-audit meetings.
Interprets and explains proper reporting procedures and relevant portions of the industrial insurance laws (RCWs) and Washington Administrative Code rules (WACs).
Provides professional consulting and technical assistance by educating employers regarding prime contractor liability, record keeping, and industrial insurance reporting requirements.
Provides education and information in response to customer inquiries while keeping the customer’s needs a priority.
Works with internal (Litigation Specialists) and external staff (AAGs) to resolve protested audits or determinations.
Prepares subpoenas and other legal documents as needed.
Testifies before the Board of Industrial Insurance Appeals (BIIA) and/or other courts on audits that are appealed which require expert testimony to defend and support audit findings.
Works with the AAG and Litigation Specialists to discuss appeals by employers and resolves audit findings before cases go to the formal appeals hearings.
Qualifications Required: If hired at the L&I Auditor 1 level: A Bachelor’s degree that includes at least 20 semester or 30 quarter hours in accounting (may include credits from one (1) Finance class or one (1) Business Law class) OR An Associate’s degree that includes at least 20 semester or 30 quarter hours in accounting (may include credits from one (1) Finance class or one (1) Business Law class) and two (2) years of professional accounting or auditing experience.
If hired at the L&I Auditor 2 level: A Bachelor’s degree that includes at least 20 semester or 30 quarter hours in accounting (may include credits from one (1) Finance class and one (1) Business Law class) and one (1) year of professional accounting or auditing experience OR An Associate’s degree that includes at least 20 semester or 30 quarter hours in accounting (may include credits from one (1) Finance class or one (1) Business Law class) and three (3) years of professional accounting or auditing experience.
If hired at the L&I Auditor 3 level: A Bachelor’s degree that includes at least 20 semester or 30 quarter hours in accounting (may include credits from one (1) Finance class or one (1) Business Law class) and two (2) year of professional accounting or auditing experience.
**Additional professional level accounting or auditing experience will substitute; year for year, for the education except for the 20 semester or 30 quarter hours in accounting (may include credits from one (1) Finance class or one (1) Business Law class).
Must also possess a valid unrestricted drivers license.
Desired: A Master’s degree in Business Administration, Public Administration, Economics or closely allied field, or certification as a Public Accountant, Fraud Examiner, Internal Auditor, Information System Auditor, Management Accountant or equivalent certification will substitute for one (1) year of the required experience.
Strong knowledge of RCW Title 51, WAC 296-17, and WAC 296-17A.

For this position, telework is dependent upon business needs and supervisor approval.
The assigned duty station for this position is Tumwater, Washington.
