Description
The ideal candidate will have strong communication skills both written and verbal, they will be interpersonal, and a team player.
They will also be experienced in working with complex budgets, with strong computer skills, specifically strong in using excel, analytical and a skilled problem solver.
You'll be relied upon to prepare biennial budgets and allotment packages for multiple programs.
Your recommendations will be critical in ensuring budgets are not over expended and that timely financial data is available to assist us with making sound financial decisions.
You will support the coordination and maintenance of ESD’s budgets for multiple programs ensuring funds are used in the most effective and efficient manner possible.
This full-time/permanent Budget Analyst 3 position is within our Central Budget Office, reports to one of three Budget Managers, and has flexible working options with part-time in-office and part-time telework.
Duties
As the Budget Analyst for multiple programs, you will work closely with assigned areas to have a better understanding of program activities and provide financial information that suits program needs.
What a typical day looks like:
Developing biennial budgets and allotment packages, ensuring timely submittals.
Conducting trend analysis for program budgets and fund sources; comparing historical current and future data.
Researching and analyzing monthly expenditures to prepare monthly budget to actual reports for each program.
Reviewing and analyzing accuracy of expenditures and allotments, preparing and processing financial corrections.
Interpreting budget policies and procedures in the day-to-day budget work; communicating discrepancies to program staff and management.
Prepare legislative bill analysis to determine if a financial impact to the agency.

Qualifications
Required Qualifications:
Bachelor's degree in business, public administration, accounting, economics, or statistics and five (5) years of professional experience in budgets, management, or program analysis.
Note: A Master's degree may substitute for some experience.
OR: One (1) year or more as a Budget Analyst 2 or higher
Education to Experience Equivalences:
Associate Degree = 2 years | Bachelor’s Degree = 4 years | Master’s = 5 years
Additional Requirement of Employment:
Must be able to pass an Unemployment Insurance (UI) Claim & Benefit Information Review.
