There are two positions in the Senior Accountant classification: 1) Senior Accountant - Accounting Services and Professional Standards which under general direction, performs professional accounting work in the interpretation/application of complex rules, regulations and financial data and in the development/maintenance of City financial and accounting systems.
2) Senior Accountant - Fleet Business Administrator which under general supervision serve as the City's Fleet Business Administrator providing direct service to Public Works and Fire Fleet Operations who operate and maintain over 600 City-owned vehicles and provide repair service to outside agencies.

• Be able to analyze cost and revenue trends and make forecasts.
• Be able to develop and implement policies and procedures.

us Essential Functions Fleet Business Administrator The essential functions of this position include but are not limited to: 1.
Provide financial, administrative, information technology, inventory control and other internal control procedures, and fueling monitoring services to Public Works and Fire Fleet Operations 2.
Develop and implement rate model for establishing shop rate, for Public Works and Fire Fleet Operations yearly.
3.
Provide customers with lifecycle and replacement schedules, with cash projections of the replacement fund.
4.
Manage, update, maintain, and provide training to staff on a fleet management information system that provides Public Works and Fire with information to improve performance and processes.
5.
Manage a citywide fuel delivery system that complies with federal and state environmental laws, mitigates risk, and advances the City's commitment to environmental sustainability.
6.
Responsible for the oversight and management of the parts provisioning program; including creating, establishing, and updating standard operating procedures to ensure proper record keeping.
7.
Prepare invoices for internal customers and outside agencies.
8.
Update and maintain vehicle and equipment inventory, including reports on lifecycle and replacement schedules.
9.
Assist with acquisition of vehicles and equipment.
10.
Prepare clear, concise, and timely financial reports and statements to Public Works and Fire Fleet Operations for decision making purposes.
11.
Respond accurately, promptly, and strategically to inquiries from Public Works and Fire Fleet Operations.
12.
Serve as single point of contact to City Departments regarding billing, rates, and other fiscal inquires.
13.
Create, establish, and update fleet policies and procedures as it relates to the fiscal aspects of Fleet including rate-setting, inventory control, vehicle acquisition/disposal, billing, and fuel monitoring.
Experience/Education: 1.
Graduate from an accredited four-year college or university with a degree in accounting, finance, business or public administration, or a closely related field; and Five (5) years finance experience in accounting, budget or finance work; OR 2.
ANY COMBINATION of education and experience that provides the ability to perform the position responsibilities.
3.
Fleet experience preferred.

Knowledge of the principles, practices and techniques of governmental accounting.

Knowledge of federal and state accounting and auditing rules and regulations.
3.
Knowledge of State of Washington Budgeting, Accounting and Reporting System.
4.
Knowledge of internal control standards.
5.
Use independent, professional judgment to interpret laws and regulations, assure accounting procedure and practices compliance, make sound recommendations and/ or implement appropriate accounting mechanisms.
6.
Accurately assess financial system needs and implement procedures for efficient financial management.
7.
Prepare clear, concise, and comprehensive financial, statistical, and narrative reports.
8.
Perform complex financial, statistical, budgetary and cost analysis.
9.
Perform cost analysis.
10.
Perform internal control checks.
11.
Use, understand, assess needs and implement complex automated financial information systems.
13.
Understand, interpret, and apply legal and financial documents, rules, and regulations.
14.
Perform a variety of mathematical and statistical calculations quickly and accurately.
15.
Maintain sustained attention to detail and to work under the pressure of rigid deadlines.
16.
Communicate detailed accounting information clearly and concisely.
17.
Work independently from general instructions and broad work expectations.
18.
Organize work for maximum efficiency.
19.
Participate as a contributing member and leader of a service-oriented team.
20.
Knowledge of fleet business operations.
21.
Familiarity with fleet management information systems 22.
Knowledge of finance and accounting, as it pertains to the acquisition (purchase of lease) and maintenance of parts/supplies, vehicles, and equipment.
23.
Knowledge of procurement and disposal rules for parts, vehicles, and equipment (purchase/lease).
24.
Ability to update and maintain rate model.
Special Requirements: 1.
Valid Washington State Driver's License may be required.
Union: Independents Compensation (minimum-maximum): $87,106.
94 - $105,896.
