About the division:
This position is located within HCA’s Financial Services Division (FSD), which in collaboration with other HCA divisions and a variety of external stakeholders and legislative partners, provides strategic financial expertise for Apple Health, Community Behavioral Health, PEBB and SEBB programs.
In addition, FSD oversees the budget and compliance functions necessary to manage and monitor a $14.
5 billion annual budget.
Functions include budget management, accounting, forecasting, professional and hospital rate setting, financial analysis, and payment/collection operations.
This division maintains a close working relationship with agency programs, policy, and clinical divisions to ensure financially sound implementation and monitoring of program strategies.
It is also accountable to the Governor and legislature in ensuring HCA operates within its budget.
About the position: This Fiscal Technician 2 (FT2) is located in the Accounting Section and is responsible for accurate and timely posting of payments for the Public Employees Benefits (PEBB) and School Employees Benefits member premiums, monitoring and posting of daily cash receipts, , and assisting other Fiscal Analysts as necessary, while providing highly professional and timely customer service to the members of PEBB, SEBB, and HCA staff.
This position is eligible to telework but is frequently required to report on-site to meet business needs.
The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington.
Frequency of onsite work will vary based on business and operational needs.
HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Duties Some of what you will do: Prepare, Balance and Record Daily Cash Receipts.

Bank lockbox receipts and mail receipts, from internal and external reports, batching and processing the agency cash receipts through the accounting database, reflecting accurate funding sources, submitting the deposit detail to the Cash Unit, and filing all documentation in an electronic imaging system.
Correct and/or follow-up with IT and other Fiscal Staff on routine discrepancies.
Non-routine discrepancies are forwarded to the Lead for resolution.
Monitor all PEBB/SEBB cash receipt notifications received through the HCA Cash Management mailbox or TM$ online reports and notify the appropriate Fiscal Analyst of the receipt.
Post Higher Education and other cash receipts through PAY1 and ER Database, reconciling to PAY1.
Process all other daily PEBB/SEBB cash receipts received by banking wire, through the mail, and hand delivered to HCA by posting the payment in PAY1 using existing imaging system processes and sending deposit information to OIMS department.
Monitor negotiable items in safe, research checks for processing.
Escalates account or system concerns; participates in system testing; keeps documented procedures up to date.
Routine reconciliations and reports.
Other duties as assigned.
Qualifications Required qualifications: High School Diploma or equivalent AND 18 quarter or 12 semester hours of college level accounting, auditing, or budgeting.
OR One (1) year of professional level experience may substitute for the college credits.
Preferred qualifications: Customer service experience assisting a diverse customer base.
Intermediate skill level in Microsoft Excel, Access, and Word programs.
Governmental accounting experience.
Accounts receivable experience.
Ability to convey ideas and facts orally and in writing using language the audience will best understand.
