The Department of Natural Resources (DNR) Office of Finance, Budget & Economics (OFBE) is looking for a permanent Budget Analyst 4 to provide budget planning and management services across the agency.

We will hire at a level commensurate to the requirements listed below and will train you to be an expert in your field as a Budget Analyst 4.
The OFBE Budget Team works to ensure that program activities and funding fit within the broader context of the DNR’s mission and goals.
As a member of the team, you will work to support financial compliance with state and federal laws, regulations, and reporting requirements, and facilitate the operational effectiveness and financial stability of the Agency’s Programs.
As a DNR Budget Analyst, you’ll be involved in budget planning, development, projections, analysis, and monitoring for agency programs and initiatives.
You will serve as a strategic budget expert, providing leadership, research, analysis, and recommendations on complex and often unprecedented budget issues that have budget, policy, and natural resource impact.
Duties Responsibilities: This position performs expert-level, independent budget and program planning analysis for multiple DNR programs.
It provides budgetary and financial analysis to program managers and staff while supporting all aspects of those budgets from budget development, allotment development, budget management, fiscal notes, and performance measures.
This position may also provide department consultative and budget services on complex inter-agency programs so that the agency can achieve a uniformly high level of effective programs and efficient organizations.
This position interprets existing budget policies to staff and other administrative personnel; and coordinates the design, development, implementation, maintenance, and modification of budgetary procedures.
This work is performed at the agency level to achieve a uniformly high level of operational efficiency and consistency.
Responsibilities include: Collaborates with managers to build meaningful and actionable budgets and then actively advises on implementation status and suggested modifications to the plan.
Reviews and writes agency Decision Packages and Fiscal Notes and answers questions from the Governor’s Office and the State Legislature.
These communications require the ability to use both persuasive writing skills and technical writing for credibility skills.
Budget tools and systems development and maintenance for the Department of Natural Resources.
Helps to build systems for monitoring and reporting on expenditures related to Environmental Justice and submitting reports for the agency.
Supported programs include operational programs with dedicated budget support.
Qualifications This may be filled as an in-training position.
This is designated as a 6-40 month training plan that may be extended to a maximum of 40 months.
If you complete all elements of the training steps in a shorter amount of time, we may waive the remainder of the time required.
Candidates will be considered as Budget Analyst 4, Budget Analyst 3 (In-Training), Budget Analyst 2 (In-Training), or Budget Analyst 1 (In-Training) depending on qualifications.
Budget Analyst 1 (BA4 In-Training) required qualifications (Salary range: $3,700-$4,968 per month): Associate's Degree OR current or recent experience as a Budget Analyst 1.
OR equivalent education/experience: Additional qualifying experience in professional accounting, budgeting, finance, or public administration may substitute year for year of education.

A Bachelor’s degree in a related field may replace professional experience.
Demonstrated experience/skills using MS Office, including Word, PowerPoint, and Excel to create, modify, print, and format spreadsheets.
Understanding of the state budget process including biennial appropriation requests, developing, and building a state budget request, and allotment requests.
Understanding of budgeting systems including allotments, variance reports, performance measures, and activity-based budgeting.
Knowledge of Microsoft Excel, Visual Basic/Excel macros, PowerPoint, Financial Reporting Software, and Systems.
Budget Analyst 3 (BA4 In-Training) required qualifications in addition to the qualifications above (Salary range: $4,723-$6,349 per month): Bachelor’s Degree in business, public administration, accounting, economics, statistics, or relevant field; AND Three years of professional experience in accounting, budgeting, finance, or public administration; OR Current or recent experience as a Budget Analyst 2; OR Equivalent education/experience: Additional qualifying experience in professional accounting, budgeting, finance, or public administration may substitute year for year of education.
A master’s degree in a related field may replace two years of experience.
Experience with the state budget process including biennial appropriation requests, developing and building a state budget request, and allotment requests.
Experience with the State Allotment System (TALS) and Agency Budget System (ABS).
Experience with budgeting systems including allotments, variance reports, performance measures, and activity-based budgeting.
Experience with Cost Allocation Methodologies.
Experience with Microsoft Excel, Visual Basic/Excel macros, PowerPoint, Financial Reporting Software, and Systems.
Budget Analyst 4 required qualifications in addition to the qualifications above (Salary range: $5,615-$7,552 per month): Bachelor’s Degree in business, public administration, accounting, economics, statistics, or relevant field; AND Four years of budgeting, including one complete biennial cycle, with increasing levels of responsibility; OR Current or recent experience as a Budget Analyst 3.
OR Equivalent education/experience: Additional qualifying experience in professional accounting, budgeting, finance, or public administration may substitute year for year of education.
A master’s degree in a related field may replace two years of experience.

Special Requirements and Conditions of Employment: This position's duty station is in Olympia at the Natural Resources Building.
The work is performed in an office setting.
This position is authorized to telework (after the probationary period) and must adhere to current agency telework policies and procedures.
Occasional travel will be required to region offices or training.
Desired Qualifications: Experience with the state budget process including biennial appropriation proposals; developing and building a state budget request; principles and procedures of governmental accounting and budgeting; and an understanding of accounting systems design.
Master's degree in business, public administration, accounting, economics, or statistics and five to six years of professional experience in budgets, management, or program analysis.
Demonstrated experience in the following: Effectively working independently under general supervision.
Effectively applying and adapting established accounting methods to a variety of payable and accounting transactions.
Effectively analyzing, monitoring, and evaluating accounting activities.
Experience in natural resource management business practices and familiarity with forest management operations.
Experience writing and reviewing legislation analysis and fiscal notes.
Experience with the state budget process including biennial appropriation requests, developing and building a state budget request, and allotment requests.
Experience with the State Allotment System (TALS) and Agency Budget System (ABS).
Experience with DNR budgeting systems including DNR spending plans, variance reports, performance measures, and activity inventory.
\ Knowledge of relational databases, Visual Basic/Excel macros, PowerPoint, Enterprise Reporting, and Web Intelligence.
Leadership experience and skill as demonstrated by influencing and working effectively with others, obtaining cooperation from other departments and internal staff, displaying initiative in finding better solutions, following through by communicating decisions, and taking action.
Demonstrated experience of fiscal accountability by following finance regulations, principles, standards, and guidelines when committing financial resources or recommending options for budget transactions.
