* South Puget Sound Community College (SPSCC) seeks highly motivated and qualified candidates for the position of Fiscal Analyst 3 (In-Training).
This is an in-training opportunity and may be hired as a Fiscal Analyst 2 or a Fiscal Analyst 3 depending on qualifications.
The Fiscal Analyst 3 In-Training reports directly to the Executive Human Resources Officer and is one of a team of seven in the Human Resources Office.
The Fiscal Analyst prepares and maintains payroll records, compiles and ensures the accuracy of reports and takes corrective action as necessary to correct errors.
The Fiscal Analyst Interprets varying institutional, state and federal regulations and applies those to the payroll function.
The Fiscal Analyst works with college departments to resolve payroll questions and problems.
If hired into a Fiscal Analyst 2, the employee will begin a training plan to move into a Fiscal Analyst 3 upon gaining experience and expertise, completing key competencies, and mastering upper level duties which will be evaluated by both the Executive Director and Assistant Director as outlined in the job description.

What You'll Do Process Semi-Monthly Payroll Process payroll semi-monthly in People Soft (ctcLink) Correct and manage timesheet exceptions and notify supervisors as needed Reconcile and balance semi-monthly payroll Keep pay period spreadsheets up to date for verification Communicate with office staff as needed Respond to payroll inquires via email/phone/in person Process garnishments Input timesheets and corrections as they are received Process online payroll tax and DSHS payment New Employee Data Verification and Changes Verify all data entry including new employees or changes to existing employee records as received from HRCA 2 Work with HRCA2 to make corrections as needed Verify accuracy of SSN with Social Security Administration Report new employees to Department of Social and Health Services Enter employee information if appropriate to Department of Retirement Systems Add employee pay records to appropriate verification spreadsheets Create Non-Permanent employee hire letters and track hours Work closely with supervisor to manage errors and exceptions Non-Permanent Temporary Hourly Employee Tracking Input hours into tracking spreadsheet semi-monthly/run query for hours Verify that calculations are accurate Track periodic increment increases and notify employees of hourly pay increases Alert supervisors when employee is near to benefit limits Send monthly spreadsheet to appropriate supervisor and administrator I-9 Compliance Review/Archivist Review I-9 forms for accuracy and validate documents Archive as needed after separation Additional work – Audit all current I-9’s.
Ensure accuracy and validity with the current laws in place with United States Citizenship and Immigration Services and Homeland Security.
Take corrective action as needed to ensure compliance.
Serve as the Back-up and/or Assist Benefit Coordination for Staff and Faculty Enter in PeopleSoft (ctcLink) and verify/confirm each payroll Knowledge of state retirement rules Knowledge of other state benefits as needed/required Quarterly Payroll Reports Reconciling from spreadsheet, check for accuracy File timely reports: 941, schedule B, L&I Unclaimed Property Reporting Monthly bank statement review Create memos/contact staff that have outstanding paychecks/reissue if necessary Manage annual report to Financial Services to be sent to Department of Revenue Archiving Annually pull records and send to State Archive Center/ recall if needed Update Archive spreadsheet with new information Other Duties as Assigned Filing payroll records Purging Run queries in PeopleSoft (ctcLink) to gather information needed Pull payroll files for separations, W4 and I9 in separate files Update website calendar with payroll dates and deadlines Qualifications You Possess Minimum Qualifications for Fiscal Analyst 2: Three to four years of fiscal or payroll experience including at least two years as a Payroll Technician or equivalent; equivalent education may be substituted for experience.

Preferred Qualifications: Experience working in a payroll/benefits/HR/fiscal environment Strong organizational skills, ability to work independently and prioritize multiple tasks, maintain office confidentiality and accommodate numerous interruptions.
High degree of accuracy and attention to detail.
Excellent communication skills and the ability to work well with others and function as a team member.
Advanced knowledge of computers and software applications, specifically MS Office suite: Word, Outlook, Excel, PowerPoint.
