OIC CAREER OPPORTUNITY The Office of the Insurance Commissioner’s (OIC) Company Licensing & Compliance Unit is seeking a motivated and qualified individual to fill a Lead Company Licensing & Compliance Analyst (Financial Examiner 3) position.
This position is assigned to the Company Supervision Division, located in our Tumwater office.
Our Company Licensing & Compliance Unit has made many strides over the last year and take pride in the accomplishments that their hard work has produced.
They have reduced a 2-year backlog of over 185 applications down to 21 applications.
The unit has also successfully cross-trained staff on most types of applications within a six-month period.
This position contributes to the OIC’s mission by ensuring that entities seeking and engaging in insurance activities in the state of Washington meet statutorily prescribed professional and financial requirements designed to protect the public and the financial integrity of the business of insurance.
The Lead Company Licensing & Compliance Analyst (Financial Examiner 3) is responsible for training company licensing analysts and performing the complex, highly technical analysis, and review activities necessary for the licensing and compliance of insurance companies and other regulated entities in accordance with state and federal laws, and the accreditation requirements of the National Association of Insurance Commissioners (NAIC).

The monthly salary range for this position is $6,349 - $8,545.

Duties Duties: The duties of this position include, but are not limited to: Conduct the most complex and highly technical reviews of licensing application filings.
Review materials submitted by insurance companies seeking licensure or registration.
Ensure applications are complete with all required information and documentation.
Determine if companies meet state, federal, and NAIC requirements for licensure or registration.
Audit financial statements.
Communicate with insurance company representatives, attorneys, and insurer consultants regarding application deficiencies requiring action.
Provide training, instruction, support, guidance, and mentorship for other Company Licensing analysts.
Maintain procedures manuals, training materials, and provides training support on agency and NAIC process and procedures.
Qualifications Qualifications: Required Education and Experience: Bachelor's degree with major study in accounting, business administration, economics, or finance with a minimum of 36 quarter or 24 semester hours of accounting.
Educational requirements must be from an accredited college or university whose accreditation is recognized by the U.
S.
Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent.
) AND An active Certified Public Accountant (CPA) license granted by Washington state or another state that has reciprocity with Washington state; OR A designation as an Accredited Financial Examiner (AFE) in an insurance discipline, as granted by the Society of Financial Examiners (SOFE); OR A designation as a Certified Financial Examiner (CFE) in an insurance discipline, as granted by the Society of Financial Examiners (SOFE).
AND Three (3) years of professional experience in accounting or auditing.
" "Qualifying professional experience" is defined as experience [auditing, analyzing, or preparing financial statements: balance sheet, income statement, cash flow statement, and notes thereto] as an accountant, auditor, or examiner with a public accounting firm or as an accountant, internal auditor, or external auditor, or examiner of insurance companies, banks, savings and loan associations, municipalities, etc.
