The OpportunityWSDOT is currently seeking a Public Transportation - Civil Rights & Environmental Justice Manager to fill a new vacant position reporting to the Division Director in Olympia, WA.
This remote eligible position will supervise the Compliance Coordinator (TPS5) and provide direction and training to all (approximately 60) staff that work on Civil Rights and Environmental Justice issues.
In this role, you will ensure that projects funded by the Public Transportation Division (PTD) are developed and delivered in accordance with local, state, and federal standards surrounding Civil Rights, ADA, Title VI, DBE, HEAL Act, and Climate Commitment Act environmental justice requirements.
In addition, you will oversee and make program and project changes that lead to the implementation of PTD’s improved civil rights and programs.
This position will provide highly specialized technical assistance and work directly on the development, implementation and reporting of civil rights programs.
This position ensures the development and application of sophisticated techniques for specific evaluation of civil rights program implementation to determine impacts on the local and regional multimodal transportation system.
What to ExpectThe Civil Rights & Environmental Justice Manager is the main position within the PTD responsible to ensure that public transportation providers’ operating, capital equipment, and capital construction projects funded through state and federal grants are developed and delivered within the State and Federal requirements for Civil Rights and Environmental Justice.
Among the varied range of responsibilities held within this role, the Civil Rights & Environmental Justice Manager will: Develop implementation plans and continuous improvement methodologies surrounding civil rights and environmental justice requirements.
Oversee the evaluation of grantees to ensure compliance with state and federal rules and guidelines; recommend corrective actions when grantees are found non-compliant.
Ensure that the division evaluates internal processes and grantee projects for alignment with state and federal requirements.
Facilitate coordination with the Office of Equity and Civil Rights, grantees, regions, contractors and other WSDOT division to ensure the PTD and grantees are meeting federal requirements.
Represent the division and Federal Transit Administration to the agency and external partners on the development and implementation of complex issues necessary for WSDOT to be a champion of civil rights and environmental justice.
Ensure grants, including application processes, construction projects, and operating projects are aligned with applicable civil rights and environmental justice requirements.
Serve as a specialist on agency-wide and interagency interdisciplinary teams formed to solve complex transportation problems surrounding implementation of civil rights and environmental justice requirements.
Ensure the division and its grantees comply with applicable ADA, DBE, and Title VI requirements.
QualificationsTo be considered for this opportunity, the following are required: Thorough knowledge of most federal civil rights programs.
Experience and knowledge of common civil rights and environmental justice issues associated with design, construction, transportation operations with in-depth understanding of state and federal program structures and requirements with the ability to work collaboratively with multiple sets of partners while ensuring compliance.
Ability to coach and train internal and external staff and present in a formal classroom or informal workshop setting.
It is preferred that qualified candidates also have: Demonstrated experience interpreting and applying all state and federal laws and regulations related to civil rights and environmental justice.
Demonstrated ability to write policy and procedures.
Familiarity with design and construction impacts on people’s ability to access the transportation system.
