Description DSHS ALTSA Management Analyst 5 The Management Services Division (MSD) of Aging and Long-Term Support Administration (ALTSA) is seeking a highly motivated and qualified individual to take on the dynamic role as a Management Analyst 5 within the AAA & Grants Unit.
This is a full-time, permanent opportunity located at ALTSA Headquarters in Lacey, WA.

You'll help achieve the agency mission by providing financial guidance, coordination, and technical support to enable the division to provide high-quality financial information.
In this role, as a Management Analyst 5, you will serve the AAA and Grants unit within MSD Finance department and support the administration’s mission by providing financial support for the management and contractors that provide services to seniors and people with disabilities.
ALTSA funds in-home services, case management, nursing services, home delivered meals, nutrition program, and many other services and programs provided through 13 local AAAs to elderly and disabled adults throughout the State of Washington.
This funding is a combination of state and federal funds.
Federal funding comes through the Older Americans Act (for Title III, Title VII, and Nutritional Services Incentive Program), Title V (Employment for Seniors), Title XIX (Medicaid) of the Social Security Act, and numerous miscellaneous grants.
Funding is awarded to the AAAs through contracts and grants.
Reporting to the Accounting Unit Manager, you'll serve as a strategic expert, researching, analyzing, creating reports, and making recommendations regarding complex and often unprecedented issues that have a broad scope and significant budget or policy impact on an individual program and/or the division.
You will provide assistance to the AAA & Grants Unit Manager with coordinating all federal grants and state funds awarded to the AAAs to provide the client services identified above.
You will assist with the oversight and guidance of all AAA fiscal activities, attend monitoring, provide AAA’s technical assistance, perform reconciliation of all contracts and grants awarded to the AAAs.
This is a hybrid/teleworking opportunity.
Some training will be required in office.
Note: In office requirements may change based on business needs however this is currently a teleworking team.
Some of what you'll do: Fiscal review of AAA contracts, area plans, budgets, and grant awards Ensure compliance with all OFM, federal, state, and departmental regulations, Complete complex, high-level financial analysis and recommend resolutions on high-profile issues in the areas of state and federal audits Assist with sub-recipient monitoring and provide AAA’s with technical assistance Research and prepare information for AAA & Grants Unit Manager.
Ensure completion of detailed documentation of all processes Our ideal applicant has extensive experience in applying accounting, federal/state policies, rules, and procedures to daily tasks has strong documentation skills, and sees the big picture while paying close attention to details and accuracy.
You are astute in analyzing, reporting, making recommendations, communicating, presenting to diverse audiences, maintaining confidentiality, and accepting responsibility for the quality and timeliness of work to meet or exceed predetermined goals and objectives, all with little need for oversight.
