Description Adult Family Home Council Relations Manager for Adult Family Home Providers DSHS's Aging and Long-Term Support Administration (ALTSA) is looking for an AFH Council Relations Program Manager.
This is an amazing opportunity for someone who really enjoys autonomy in their job while being a part of a remarkable team in the Office of Commnications, Government and External Relations.
In this role, you will also support the Developmental Disabilities Administration when it comes to collective bargaining with the Adult Family Home Council (AFHC).
Your work will lead, advise, and help shape policies and strategic initiatives for different programs across the state.
Your main responsibilities revolve around labor relations with the AFHC, one of the largest Medicaid-contracted provider groups of long-term services and supports in the state.
This role is perfect for those who find pride in being able to identify and define issues and their potential solutions.
This Lacey-based role will utilize a hybrid structure of telework from any location within WA state.
Travel will be necessary on occasion.
Some of what you will do Lead bi-annual CBA negotiations and coordinate with subject matter experts, Assistant Attorneys Generals, and Office of Financial Management Labor Negotiators; guide CBA implementation Provide technical assistance and subject matter expertise to ALTSA and DDA staff related to labor relationships with the AFHC Coordinate and facilitate quarterly AFHC Management Communications Committee meetings and continually build and maintain relationships with the AFHC Provide support to the Legislative and Policy Analyst and the Divisions’ legislative coordinators to help analyze legislation, respond to legislative inquiries, develop work session presentations, and develop other materials in preparation for and during legislative session Collaborate with ALTSA's executive leadership team to formulate long-term vision, develop strategy, identify, and prioritize activities for ALTSA programs and statewide policy direction Lead or participate in special projects assigned to the Office of the Assistant Secretary that impact ALTSA staff, community partners, and/or clients Participate in emergency planning activities for ALTSA and other projects Fast forward 6 months where you are playing a pivotal role in current CBA understanding and relevant laws.
Your knowledge will support implementation of the 2025-27 CBA and you will be planning and shaping for future CBA negotiations.
You will also have begun cultivating relationships with ALTSA leadership and staff and the Adult Family Home Council.
Professionals with the following should apply Bachelors* degree in social work, health or social science, political science, public administration, business, human resources, or related field, And, 5 years of successful performance in an advanced level of accountability in labor relations, social service, long term care, health care administration or related industry; concurrent work experience should include: Success in managing large and small projects, steering important initiatives, and monitoring progress to completion Cultivating positive relationships with internal staff and external partners and interested groups Operating with emotional intelligence Ability and comfortability facilitating groups and meetings, preparing presentations Self-motivation and using intuition and experience to identify and drive next step Ability to exhibit integrity and honesty, treating others with respect and dignity and with a lens of belonging * A master's degree may be substituted for 2 years of experience.
Additional described work experience may substitute year for year for education requirements.
Desired knowledge, skills, and abilities Interest in and a basic understanding of the legislative process and long-term care policy Organizational skills; MS Office Suite proficiency Correctly interpreting policies Articulate strategic direction and its alignment to organizational mission Understanding of DSHS and the political climate to make decisions and communicate clearly to different populations with diverse interests Demonstrated understanding of interaction between different state agencies and intra-agency relationships as they relate to public assistance program issues Demonstrated understanding of labor relations and collective bargaining activities See why people like you chose careers with DSHS.
