The Water Resources (WR) program within the Department of Ecology is looking to fill the Dam Safety and Well Section Manager (WMS Band 2) position.
This position is located in our Headquarters Office in Lacey, WA.
Upon hire, you must live within a commutable distance from the duty station.
In this position, you will oversee a team of highly capable engineering professionals focused on ensuring safe construction and maintenance of state-regulated dams.
You will also manage the smaller well construction and licensing office that regulates well construction to protect human health and the environment.
This leadership position works with staff to establish a strategic vision for the section, sets short- and long-term workload priorities, and advocates for the section’s work within the program and agency.
You will serve on the Water Resources Program leadership team and help to set direction for program policy and work.
The position is considered an essential worker and must be available by phone during emergencies.

The Dam Safety Office regulates more than 1,100 dams in Washington.
Safety is our priority, and we have rigorous procedures in place to protect people and property located downstream from dams.
Through plan reviews and construction inspections, we help ensure dams are properly designed and constructed.
We also inspect existing dams to ensure proper operation and maintenance.
In Washington, a dam owner is legally responsible to maintain, repair, or operate their dam in a safe and proper manner.
Our work includes: Emergency response services Construction services Inspection services The Dam Safety Office is one of twelve sections of the Department of Ecology’s Water Resources Program.
The Water Resources Program’s mission is to work closely with Washington’s communities and citizens to provide effective water management to meet current and future water needs for people, fish, and the natural environment.

Duties What makes this role unique? This position provides an opportunity for an experienced leader interested in and invested in the safe construction and maintenance of Washington’s dams and wells.
In this role, you will work with a team of highly capable professionals in the dam safety and well construction offices to provide management direction and oversight, set annual and long-term work priorities, and represent the section’s work within the agency, legislature, and with other state and federal agencies.
What you will do: Serve as the state’s most senior dam safety official and supervise the dam safety office staff, including dam safety engineers, a compliance and grants specialist, an Emergency Action Plan coordinator, and a GIS specialist.
Oversee the statewide well construction and licensing office, including a senior well administrator and statewide well coordinator.
Coordinate closely with well construction coordinators in regional offices to ensure consistent implementation of the well construction code statewide.
Perform final review and/or approval for actions including well driller licensing and dam safety enforcement actions, civil penalties, contracts, purchasing, and personnel actions.
Plan for the long-term continuity of the work and workforce by considering succession planning, best hiring process, and workplace assessments and strategic planning to support the mission of the section and the program.
Serve as the State of Washington’s primary point of contact for the Zosel Dam, owned the by the Department of Ecology.
In this role, the position will coordinate with: (1) local irrigation districts on ongoing maintenance and oversight, (2) regional staff on local water resource and policy concerns, and (3) Department of Enterprise Service and Ecology Administrative Services Division on dam improvements projects.
Establish and maintain internal accountability measures to ensure excellent customer service delivery, and post-inspection follow-up and ongoing compliance.
Oversee a grant program that manages a FEMA-delegated funding program for high hazard potential dam owners.
Qualifications Required Qualifications: Years of required experience indicated below are full-time equivalent years.
Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time.
We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked.
Examples of the proration calculations are: 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience.

A total of Nine (9) years of experience and/or education as described below: Professional level Experience working in an environmental management or engineering field, which includes a minimum of two (2) years of experience leading staff.
Education involving a major study in engineering; environmental, physical, or natural science; land use; environmental or natural resource planning; or closely allied field.
Note: A minimum of two (2) years of experience leading people is required for all education levels.
This experience can be concurrent with the above environmental experience.
