The Department of Natural Resources (DNR), Information Technology Division is recruiting for a journey-level GIS Application Developer.
This position is a professional-level GIS developer who designs, develops, tests, implements, maintains, and supports mission-critical business functions and custom geospatial and mobile applications for the agency.
This position provides guidance, consultation, and training to other developers, team members, or customers, on software development disciplines and methodologies that comply with the agency software development standards.
This position performs highly complex spatial data analyses which require a high level of expertise with the ESRI-ArcGIS software development platform and problem-solving ability.
This position responds to and resolves highly complex customer complaints and problems relating to all aspects of GIS, programming, and system issues.
This position applies empirical-based analytical processes and research to the planning, design, and implementation of IT systems to meet the business requirements of customer organizations.
Gathers and compiles requirements from business stakeholders and industry subject matter experts, then translate those requirements and function specifications, into technical requirements, functional specifications, and other design documents for technical compliance against business requirements.
The GIS Application Developer works with other technology professionals to develop technology solutions for current and future agency business needs.
This position works independently with agency customer areas to understand customer business needs and develop specific solutions.
Interfaces with other ITD teams for the development of support policies and procedures.
This position applies knowledge of Information Technologies principles, methods, and techniques to diagnose and resolve highly complex customer complaints, GIS problems, and system issues to ensure continuous service.
This position researches, develops, modifies tests, installs, deploys, maintains, supports, and documents for new, upgraded, or existing enterprise software and applications.
Duties Responsibilities: Designs, develops, tests, implements, maintains, and supports mission-critical business functions and custom geospatial applications for the agency.
Designs, develops, tests, implements, maintains, and supports custom GIS Applications using C#, JavaScript, Python, Model Builder, XML, SQL statements, and other development tools.
Gathers and refines system requirements from customers; performs data and process analysis and designs technical specifications.
Implements highly complex designs by developing software components according to product specifications; many times working with vendor development staff on new industry solutions.
Develops test criteria and control data for application testing, evaluate the results of testing, and make recommendations.
Integrates GIS software applications with the computing and networking environment.
Builds prototype applications to demonstrate the benefits of new applications and versions of software.
Document application source code and system process flows as they are written.
Provides custom business web and enterprise applications that adhere to industry and agency standards and best practices.
Provides expert-level guidance, consultation, and training to other developers, team members, or customers, on software development disciplines and methodologies that comply with the agency software standards.
Determines best practices for implementing GIS software and hardware.
Generates quality standards and maintains the overall integrity of the applications and databases.
Develops and documents standards that promote efficient and maintainable software.
Develops and implements new procedures, or process changes/improvements to ITD and other agency management.
Provides the guidance and framework to ensure that the agency’s applications adhere to industry standards, meet best practices, and ensure the code is maintainable and reusable.
Provide resolution to highly complex customer complaints and problems relating to all aspects of GIS, database, programming, and system issues.
Diagnose problems and evaluate enhancement requests from users, analyze design alternatives, and recommend effective approaches and solutions.
Work with Infrastructure/Operation teams to build and verify development, QA, and production environments for GIS applications including overseeing the installation, configuration, testing, and troubleshooting of complex ESRI GIS software components and other supporting software used agency-wide.
Benchmark the performance of software components in existing applications and recommend alternative approaches for poorly performing functions.
Support, maintain, and enhance existing software applications.
Resolves complex spatial and tabular issues and problems including: accessing data, debugging, and determining the best approach for particular tasks.
Perform specialized consulting with GIS users and discrete GIS user groups on the best use of GIS tools.
Enhance productivity and facilitate access to GIS functionality and data to meet the specific needs of GIS users.
Troubleshoot and resolve problems that occur in the GIS application environment.
Successful and timely resolution of highly complex architectural and application incidents and other issues.
Provide expert systems analysis, enhancement, and maintenance support for DNR's enterprise GIS software and applications.
Design, modify, test, install, deploy, maintain, support, and document new, upgraded, or existing enterprise GIS software and applications for the Agency.
Develop enterprise GIS data services in a web format.
Test to address impacts of data, system, and software reliability.
Evaluate software quality and usability with performance and testing software.
Builds and enforces organization standards for any update to software configuration code.
Leads and directs ESRI and other vendors’ technical staff for Agency-wide implementation of systems and software upgrades.
Provide stable, maintainable, and scalable enterprise GIS applications to support DNR’s internal and external customers across the state.
Qualifications Required Qualifications: A Bachelor of Science degree in computer science, information systems, science or related fields; OR a combination of education and/or experience equivalent.
Four years of concurrent recent experience in designing, programming, and deploying Geographic Information Systems applications; Professional level working experience building custom applications with ArcGIS, ArcGIS Server, Geo-processing, ArcSDE, Java Script, Python, SQL, and Standard Desktop Software.
Experience troubleshooting all types of technical issues and providing support on GIS applications, systems, ESRI software, and supporting tools including tools such as products as Windows Event Viewer, Charles, Fiddler, or other related products.
Knowledge and experience in all systems development life cycle stages.
