Our Administrative Services Division (ASD) is currently recruiting for a Senior Contract Specialist to serve as the primary contract specialist for large agency contracts.
We are one of the most public facing state agencies and the second largest revenue generating agency in Washington State.
We regularly interact with over 6 million Washington residents.
We advance public safety and consumer protection through licensing, regulation, and education, and collect approximately $3.
4 billion in revenue.

Duties Reporting to the Contracts and Procurements Assistant Administrator, you will be our senior contract and procurement subject matter expert managing and executing complex, and high value contracts, procurements, and contract/vendor management support associated with agency strategic initiatives and business needs.
As the subject matter expert, you will ensure agency risk is managed through compliance with state and federal law, policy, procedures, administrative rules and Executive Orders as well as operational efficiencies, effectiveness, and best practices for public procurements.
Some of what you will do: Consult and collaborate with agency leaders on assigned complex and high value procurement and contracting processes and may include some IT procurements.
Provide contract and vendor management for assigned complex, high value contracts.
Leverage business best practices to optimize economic return to the agency while ensuring contracts and purchases are aligned with the Governor’s initiative for increased diverse business inclusion.
Provide expert level consultation and recommendations to business leaders on procurements, contract negotiations, and contract vendor management.
Consult with and support agency contract managers in the performance management of their assigned contracts.

Qualifications What you will bring to the position (Required): Eight (8) years of experience procuring, negotiating, administering, or terminating government contracts, contract cost or price analysis or contract compliance administration.
Up to four (4) years of relevant education* may substitute year for year for experience.
(Associates degree = 2 years Bachelor’s degree = 4 years) *Relevant education will include major study in Information Management, Computer Science, Business or Public Administration, business law, commerce, mathematics, statistics, economics, or closely allied field.
Four (4) years of the following experience (can be gained concurrently): organizing, creating, and guiding multiple high-dollar and service procurements simultaneously.
May include federal funding, state funding and grants.
applying excellent communication skills to include a demonstrated ability to clearly explain contracting objectives, strategies, rules, policies, or procedures in a way that ensures understanding and cooperation with diverse audiences.
providing outstanding customer service skills with experience building and maintaining internal and external customer satisfaction.
applying a high degree of professionalism when interacting with others utilizing strong problem-solving, analytical, and research skills managing your time and adapting to changing priorities, working on multiple priorities and projects simultaneously, meeting quick deadlines, and producing timely and quality work products.
Four (4) years of demonstrated experience and proficiency in Microsoft office products such as Word, Excel, PowerPoint, OneNote, Adobe Acrobat, Outlook, etc.
Experience using knowledge, credibility, and effective partnering to identify, evaluate, and provide innovative and highly effective solutions for agency leaders and executive management with a risk/reward analysis in technically complex procurement and contracting situations or in exceptionally sensitive legal or political circumstances.
What may help set you apart (Preferred): Additional years of experience in procuring, negotiating, administering, or terminating government contracts, contract cost or price analysis or contract compliance administration.
Demonstrated knowledge of Washington state government procurement and contract laws and rules, to include Chapter 39.
26 RCW.
Experience in IT contracting, licensing, and data privacy regulations/laws and best practices.
Experience using Lean concepts and tools to review, develop, improve, and implement business processes, which result in more efficient service deliver to customers.
Experience leading or supervising.
