Our Administrative Services Division (ASD) is currently recruiting for a Senior Contracts Specialist with the ability to ensure contracts and purchases are aligned with the Governor’s initiative for increased diverse business inclusion to join their Support Services Team.

The Support Services Team is a strategic business partner, contributing to DOL's excellence through professional knowledge and guidance in procurement & contracting activities.
They ensure agency risk is managed through compliance with state and federal law, policy, procedures, administrative rules and Executive Orders as well as operational efficiencies, effectiveness, and best practices for public procurements.
Duties As the Senior Contracts Specialist, you will primarily provide expert specialized consultation services, administration, and oversight of the agency's major strategic initiatives for procurement and contracting activities for complex, high value IT purchases.
With your knowledge and expertise in government contracts you will leverage business best practices to optimize economic return to the agency while ensuring contracts and purchases are aligned with the Governor’s initiative for increased diverse business inclusion.
You will serve as internal and external contact regarding system and service requirements and coordinate issues across multiple technology disciplines.
Utilizing your insight of procurement law and best practice you will ascertain solutions for obstacles or problems related to procurements and contracts for which no policies and procedures exist.
This work will determine how DOL will meet multiple mutually supporting and interdependent complex procurements simultaneously and consecutively.
Some of you will do: Consult and collaborate with agency leaders on IT procurement and contracting.
Develop, modify, and adapt procurement and contracting policies, processes, tasks, and procedures to accommodate specialized or unique situations.
Facilitate the evaluation process and lead the negotiation of vendor contract awards.
Consult and support agency contract managers in performance management of contracts.
Determine what procurement authority and methodology is best for the requested commodity or service and facilitate the process.
Partner with the contract manager and business program area subject matter experts to establish the appropriate contract structures.

Qualifications What you will bring to the position (Required Qualifications): Six (6) years of experience: Organizing, creating, and guiding multiple high-dollar IT and service procurements simultaneously to include but not limited to federal funding, state funding and grants.
Applying excellent communication skills to include a demonstrated ability to clearly explain objectives, strategies, rules, policies, or procedures in a way that ensures understanding and cooperation with diverse audiences.
Providing outstanding customer service skills with experience building and maintaining internal and external customer satisfaction.
With work requiring attention to detail and a high degree of organization and a demonstrated high degree of professionalism.
Six (6) years demonstrated experience and proficiency in Microsoft office products such as Word, Excel, PowerPoint, OneNote, Adobe Acrobat, Outlook, etc.
Four (4) years of combined education and experience negotiating, administering, and terminating contracts, contract cost/price analysis, contract compliance administration, organizing, creating, and guiding multiple high-dollar IT and service procurements simultaneously or Bachelors degree in Information Management, Computer Science, Business or Public Administration, business law, commerce, mathematics, statistics, economics or closely allied field.
Experience using knowledge, credibility, and effective partnering to identify, evaluate, and provide innovative and highly effective solutions for agency leaders and executive management with a risk/reward analysis in technically complex procurement and contracting situations or in exceptionally sensitive legal or political circumstances.
Experience can be obtained concurrently.
Education to experience equivalency Associate's degree = 2 years Bachelor’s degree = 4 years Master's degree = 5 years What may help set you apart (Preferred Qualifications): Additional years of demonstrated experience in public procurement and contracting for information technology goods and services (software licensing, hardware, or services contracts).
Knowledge of Washington state laws and regulations governing government contracting.
Knowledge of IT contracting, licensing, and data privacy regulations/laws and best practices.
Experience working with subject matter experts, program managers, and stakeholders and using Lean concepts and tools to review, develop, and implement business processes, which result in faster and more efficient service delivery to customers.
