The BIIA is a medium-sized state agency under the administration of three full-time Board Members.
It is independent from the Department of Labor and Industries (L&I).
The BIIA hears appeals from decisions made by L&I in several areas.
The three principal types of appeals are: Industrial insurance (workers' compensation).
Safety citations under the Washington Industrial Safety and Health Act (WISHA).
Employer Premiums (Tax Assessment and Classification).

Duties Reporting to a Program Administrator, this position supervises Legal Assistants and provides expert-level legal assistance to Assistant Chief Judge(s), Industrial Appeals Judges, the Chief Legal Officer, and Board Members.
Duties include but are not limited to: Assisting in the management of cases, conduct of judicial proceedings, and issuance of written decisions and orders in appeals arising under the Industrial Insurance Act, Crime Victim's Compensation Act, and the Washington Industrial Safety and Health Act, and orders on Claim Resolution Settlement Agreements and motions.
Typing, formatting, and editing legal orders and memoranda; composing correspondence; verifying proper citation of case law and statutes; reviewing quoted materials for accuracy; and providing substantive review of findings of fact and conclusions of law.
Supervising Legal Assistants within the Review Unit.
Providing direction and training, assigning work, evaluating performance, etc.
Tracking and maintaining accurate, up-to-date information in agency database.
Reviewing reports daily or weekly as needed to ensure drafts are received from judges and processed accurately.
Preparing recusal orders and editing/formatting dissenting or concurring opinions.
Qualifications MINIMUM QUALIFICATIONS Option 1: High school diploma or equivalent and five (5) years of experience in a legal environment in support of an attorney, administrative law judge(s), industrial insurance appeals judge(s), review judge(s) or equivalent.
Option 2: A two-year degree in Legal Secretary Studies, Paralegal Studies or related field and three (3) years of legal office experience.
Option 3: A combination of six years of college education and/or relevant experience including at least two years of supervising, leading, mentoring, coaching, or training experience.
DESIRABLE QUALIFICATION At least one year of experience supervising others.
JOB SPECIFIC COMPETENCIES Excellent proofreading and editing skills (including knowledge of correct punctuation, spelling, grammar, and vocabulary).
Excellent typing skills.
Desire to prepare legal pleadings and correspondence.
Ability to analyze situations and take effective action.
Ability to work independently.
Ability to assist customers regarding inquires, complaints, or problems.
Knowledge of the following: workers' compensation; basic legal research; legal terminology; local, state, and federal court rules and their application (including Rules for Superior Court and Rules of Appellate Procedure); court procedures; legal forms and documents and their processing; sources for checking legal citations; proper citation of case law, regulations, and statutes; current legal office practices, methods and procedures; law office communications; database/index systems; and discovery procedures.
