Statewide Cooperative Projects Librarian - Library & Archives Professional 4 Permanant, Full-Time This position serves as the Cooperative Projects Manager for the Washington Digital Library Consortium (WDLC), Statewide Database Licensing Project (SDL), the Palace Project, and other projects as assigned.
This position reports to the Assistant Program Manager for Library Development.
Planning, implementing, and managing these projects requires working collaboratively with internal and external advisory groups, the Library Development Program Manager, and other Library Development staff to facilitate participation by libraries statewide in cooperative procurement opportunities.

Duties Plans and implements cooperative group purchasing projects Tasks include: Uses in-depth knowledge of multi-type library cooperative practices on behalf of all libraries in Washington State to direct the Washington Anytime Library.
Works collaboratively with advisory committees to set direction for these projects.
Works with the state’s library community to establish procedures and practices that will enable libraries to continue cooperating into the foreseeable future, both on database licensing and on other projects of mutual interest to the library community and benefit to their customers Researches innovative and strategic opportunities for collaborative projects.
Ensures that libraries of all types receive effective training; gathers, monitors, and disseminates project usage information.
Coordinates the projects’ publicity and marketing efforts ensuring visibility to the governor, the legislature, the Agency and Division, the library community, and the people of Washington.
Uses in-depth knowledge of multi-type library cooperative purchasing to make regular presentations to key stakeholders.
Ensures that the SDL Project is represented at appropriate professional conferences and exhibits, both for the library field and for related groups.
Monitors national trends in licensing and other library cooperative ventures.
Works interdependently with program staff to make decisions and recommendations affecting the program and the development of libraries in Washington and participates in program-level activities.
Collaborates effectively with other division and agency staff, external customers, vendors, and advisory groups.
Specifically, may work with the State Librarian and agency accounting, contract, and personnel staff.
Interacts on occasion with agency communications and web design staff Communicates and works extensively with library staff throughout Washington libraries.
Works under the guidance of State regulations and Agency policies and procedures.
Specifically complies with the federal statutes, regulations and policies governing the administration of the Library Services and Technology Act (LSTA) Leads and manages strategic development of statewide database/resources licensing, access and implementation Tasks include: Administers the existing statewide database licenses, including vendor management, billing, training, and marketing Oversees current statewide contracts and oversees negotiating other contracts; drafts and releases contracts and Requests for Proposals (RFPs) as appropriate.
Manages the project budgets, and prepares reports for the Library Council of Washington, the Program Manager, LSTA Administrator, and the State Librarian Keeps abreast of library needs around database licensing as well as the current market of potential resources.
Manages the Palace Project Tasks include: Manage strategy and execution for Palace Project implementations in libraries across the state Manage the vendor relationship, including attending monthly meetings with the Palace Project team Other duties assigned Tasks include: Regularly attends program and Library staff meetings and other activities Collaborates with program and Library Development staff to develop policies and procedures and make recommendations and coordinate efforts Participates in training in order to have operational expertise Other duties as assigned.
Qualifications Required Qualifications: Master’s degree in Library and Information Science (or equivalent) from an American Library Association accredited program Five years of experience as a professional librarian Within the past 10 years, experience with processes for eResouce licensing and application requirements, and experience with evaluation and management of electronic collections Preferred/Desired Qualifications: Experience working with decision-makers in allied organizations Experience working with vendors in the library and information space Expert knowledge of digital products, such as eBooks Effective oral communication skills to communicate with customers, co-workers, business contacts, as well as the ability to present all information to upper management Experience with project management Experience working with underserved communities Outstanding collaboration, network and partnership skills Ability to maintain a great customer service attitude Ability to vigorously work as a team member Languages other than English a plus Supplemental Information WORKING CONDITIONS This position requires sitting for long periods of time, working in an office environment.
