Program Specialist 2 - Elementary, Early Learning, and Federal Programs (EELFP) division

The Washington State Office of Superintendent of Public Instruction (OSPI) seeks to fill a Program Specialist 2 in the EEFLP division.
This full-time permanent position is based in Olympia, Washington.
This position may be eligible for partial to near full-time telework.
Telework is a combination of in-building and off-site days.

Position Overview This position will provide essential program support to the Elementary, Early Learning, and Federal Programs (EELFP) division.
This position identifies needs, researches, directs and coordinates operations, and provides project management, website contribution, and legislative work across the EELFP division.
Key Responsibilities Policy and Legislative Support Collaboratively analyze and recommend appropriate policy direction, legislation, and divisional resource allocation.
Be the lead presenter at OSPI legislative meetings.
Communicate with EELFP leadership about policy issues, ensure bill analysis is complete, consistent with agency processes and expectations.
Facilitate, coordinate, and support the development of proviso funding reports, policy implementation plans, and legislative reports.
Build capacity of EELFP leadership and program staff on policy direction, development of legislation, delivering testimony, legislative report writing, and strategic resource allocation for the elimination of opportunity gaps.
Provide leadership and technical assistance to EELFP relative to: Legislative timelines; Legislative processes; Reporting requirements; State and federal funding and policy requirements; Resource allocation, and; Policy interpretation for EELFP staff and the field.
Communication and Website Maintenance Demonstrate and promote individual and group interpersonal skills including but not limited to listening for understanding, influencing, mediation, consensus building and collaboration.
Provide oversight to external communications for the division including OSPI and partner webpages, newsletters, webinars, and social media.
Provide copy editing for division proviso and legislative reports and other communications in alignment with agency policy and guidelines.
Serve as division-wide website contributor; website contributors are representatives of the agency and hold the primary responsibility of making day-to-day updates to the website.
Contributors must be trained in the content management system (CMS) before being granted access to edit the website.
Demonstrate responsibility for making day-to-day updates to division webpages, ensuring all content is compliant with OSPI Web Accessibility policy guidelines, Website Governance, and Style Guide.
Attend required trainings and meetings and actively participate in web team conversations and communications.
Provide backup support for other content contributors as needed.
Reviewing weekly Siteimprove reports and correcting accessibility issues, broken links, and other edits on webpages.
Manage content review process by leading and implementing division based processes and protocols for content review, ensuring content is approved by at least one other person within their department before posting.
Project Management Coordinate the annual OSPI Arts Show.
Communicate with external stakeholders is necessary.
Coordination of the art show activities, which will include pre-work of art selection for awards, displaying awards, etc.
Develop and implement strategic plan for annual events to advance the mission and activities of OSPI within the EELFP division.
Collaborate and coordinate with the fiscal team, other divisions, external partners, and other state agencies to ensure smooth event operation.
In collaboration with partners, lead the development of a timeline for activities.
Advance equity in state contracting by selecting minority and women owned businesses whenever possible.
Support OSPI's mission, vision, values, goals, Theory of Action, Vision of Excellent, and commitment to equity through partnering or combining efforts on specific initiatives to ensure completion.
Prepare an annual summary of accomplishments throughout each year.
Monitor project end dates and manage any related renewals in coordination with internal and external stakeholders.
Arts Contract Manager Contract manager for all Art grants and contracts.
Be the contact person and contract manager for all art related contracts, which will include processing necessary paperwork to execute grants and contracts.
EGMS Serve as the lead for EGMS activities including grant development, management, and oversight for the division.
Be the subject matter expert (SME) for EGMS Provide training on EGMS to new staff.
Learning Standards Work Coordinate meetings for the Learning Standards, provide logistic support.
Monitor progress and work closely with the lead on the Learning Standards to ensure project is progressing as needed.
Review and analyze requirements and project need to identify appropriate planning and implementation of contracts, grants, and external communications; ensuring all align with agency requirements, required terms and conditions, and strategic goals.
Monitor project end dates and manage any related renewals in coordination with internal and external stakeholders.
pdEnroller for the EELFP Division Lead for pdEnroller for the EELFP Division.
Facilitate pdEnroller approval.
Other duties as assigned Front desk coverage.
Assist with travel as needed.
Required Qualifications: Bachelor’s degree or equivalent education/experience Year for year experience may be substituted for education.
In addition to those required qualifications, our ideal applicant will also have some or all of the following: Experience in project management, or legislative work.
Experience in Microsoft Office (Excel, Word, PowerPoint, Outlook).
Desired Qualifications: Experience training/mentoring adults.
Familiarity with OSPI policies and processes.
Maintains the highest standard of personal, professional, and ethical conduct.
Ability to adapt rapidly to changing circumstances.
Compensation The annual compensation for the full-time permanent position is $42,444 to $56,676 per year and depends upon experience, educational background and qualifications.
Geographic differentials may be applied based on work location of successful candidate.
