The DSHS Technology Innovation Administration's Integrated Eligibility and Enrollment (IE&E) Modernization Program (Download PDF reader) (Download PDF reader) is hiring a DSHS TIA IT Senior Full Stack Architect to join our Integrated Eligibility and Enrollment (IE&E) Program team.
In this role, you will support the DSHS mission to transform lives and the WA State Health and Human Services (HHS) Enterprise Coalition goals of removing barriers to access for client benefits by leading and directing activities to redesign benefits access and service delivery through modernizing systems, policy simplification, and human-centered design efforts.
The Integrated Eligibility and Enrollment (IE&E) Modernization Program is a multi-year effort under the leadership and governance of the Washington State Health and Human Services Enterprise Coalition (HHS Coalition).

As the Senior Full Stack Architect, you will support the agency in designing, developing, implementing, and managing cloud-based systems, specifically for the IE&E Modernization Program, which initially includes the Eligibility and Enrollment Status Tracker (Product 1), the Health and Human Services (HHS) Portal, and the Azure Cloud Platform build-out.
The Full Stack Architect will be the lead person for software application architecture and development, requiring a strong background in multiple aspects of the software development cycle and business operations.
The position will require a significant grounding in network security, in addition to a familiarity with end-user experience and related applications.
Key Objectives of this position are: Drive the use of modern web architecture and development techniques to support the enhancement of the user experience for both internal staff and Washingtonians.
Develop application solutions using a variety of languages, frameworks, and platforms such as Angular, Typescript, .
Net Core, Azure SQL, and HTML/CSS.
Architect and develop modular and re-usable microservices that live in the Azure cloud and integrate with cloud-based services.
Ensure application performance, uptime, and scale, and maintain high standards of code quality and thoughtful design.
Present software design issues, questions, and suggestions for the purpose of arriving at alternative courses of action.
Support the incremental sunsetting of the Automated Client Eligibility System (ACES) legacy system components as they are replaced by IE&E products.
Some of what you'll do Provide leadership for the governance and cloud software architecture and development Promote a collaborative team environment Collaborate with Product Owner on managing backlog and prioritizing work Design and develop reusable software building blocks to enable faster delivery Coach and mentor junior software engineers Consult throughout the organization on possible cloud implementations and refactoring of existing on-premises solutions Work with Business Analysts to refine requirements from customers and effectively recommend development approaches and services Conduct analysis to determine integration needs then, design and plan integrations Develop technology proof of concepts for new IE&E platform and product solutions Participate in the scope of work estimation and forecasting Manage deployment cycles to match sprint objectives Develop and document processes and procedures for implementing and maintaining microservice architectures Develop, propose, and facilitate the issuance of policies, standards, guidelines, procedures, models and methodologies for ongoing cloud development.
What we're looking for A bachelor’s degree including 12 semesters or 18 quarter hours of computer science courses OR 4 or more years of related professional experience that may substitute for the educational requirement on a year-for-year basis.
Seven years of consultative, administrative, or supervisory experience in information technology analysis, system maintenance, or troubleshooting/problem resolution.
experience, or analyzing, designing, or programming computer systems applications or databases.
Seven years of experience supporting mission-critical infrastructure services at a large organization, with a minimum of 3 years of experience working with Azure.
4 + years of experience with software development in Azure.
4+ years of experience in architecting and maintaining enterprise-level conceptual and logical architectural technology models in the field of microservices architecture.
1+ years experience with Agile software development methodologies.
Preferred education, experience, and competencies Building APIs for internal and external products.
