The Opportunity WSDOT is currently seeking a Transportation Planning Specialist 4 (TPS4) to report to the Lead Design Build Coordinator within the Olympic Region’s Design Build and Progressive Design Build Unit in the Environmental & Hydraulic Services (EHS) Office.
This position prepares environmental documents and reviews environmental permit applications required to authorize the construction of transportation facilities throughout the Olympic Region.
The position is responsible for determining the need for supporting documentation and investigations required for environmental review and permits on Design Build and Progressive Design Build projects.
They are also responsible for planning, leading, and directing project teams to ensure design-build delivery complies with local, state and federal environmental, rules and regulations while complying with WSDOT environmental policy and practice.

What to Expect Among the varied range of responsibilities held within this role, the Transportation Planning Specialist 4 will: Oversee and review consultant work activities and deliverables; ensure document accuracy through the life of the project.
Coordinate with the lead Design Build Coordinator, Project Engineer offices, and Design Builders on incorporation and completion of commitments.
Determine preliminary environmental impacts and environmental documentation and permitting needs for projects.
Support project teams in development of project goals, identifying major environmental risk items and considerations and developing environmental risk management strategy.
Assist the Lead Design Build Coordinator in the development of plans, specifications, and estimates (PS&E) with Project Offices; prepare special provisions as required.
Assist the Lead Design Build Coordinator in providing comments and issues resolution of project PS&E packages.
Schedule, coordinate, conduct, and lead field reviews; develop documentation and permit applications; operate state vehicle to travel to field sites.
Accurately apply environmental policy and regulations to highway design-build construction projects.
Field investigations, while administrative in nature, are performed outdoors, in inclement weather, in daytime or nighttime.
Requires traversing rough, steep, and uneven terrain.
Qualifications To be considered for this opportunity, one of the following are required: Bachelor's degree involving major study in transportation, landscape architecture, environmental or urban, regional or land use planning, engineering, public or business administration, economics or natural or physical sciences.
AND Four (4) years of professional transportation experience involving analysis and evaluation of transportation issues and problems.
Analysis of environmental issues and problems that involve transportation issues will also be considered qualifying experience.
NOTE: A master’s degree in one of the above fields will substitute for one (1) year of the required experience.
OR Two (2) years as a Transportation Planning Specialist 3, Transportation Engineer 3, Landscape Designer 3, or equivalent classification in city or county agencies.
OR Three (3) years as a Transportation Engineer 2.
OR Equivalent education/experience.
In addition to one of the above, the following are also required: Possession of an unrestricted valid driver’s license to operate vehicles in Washington State.
Advanced knowledge of federal, state, and local government environmental permitting and approval requirements and processes, including environmental studies needed, for transportation projects.
Advanced knowledge of project management principles.
Advanced knowledge of and ability to develop, analyze, and report on environmental project delivery.
Advanced knowledge of Environmental deliverables and their relationship to project schedules.
Proficient in operating Windows based computers and software, such as MS Office Suite, including Excel, Word, SharePoint, and Outlook; Cloud computing; virtual meeting software, such as MS Teams; and various system databases utilized for information management and project tracking.
Knowledge and understanding of environmental documentation including NEPA and SEPA, and environmental permits in relation to transportation projects.
It is preferred that qualified candidates also have: Experience preparing and writing environmental review documents and environmental permit applications.
Experience in analysis of environmental issues and problems that involve transportation issues and compliance.
