Closes: January 21st, 2024 Salary: $86,141 - $107,676 Annually The position has primary responsibility for Early Achievers, Washington’s Quality Rating and Improvement System (QRIS).
Early Achievers is a framework for improving the quality of early learning in Washington to support school readiness, through coaching, scholarships, behavioral and mental health consultation supports, tiered reimbursements, and other financial supports.
This includes program planning, policies and process development, analysis of related legislation/policy, oversight of QRIS budget and contracts, and communication with external organizations on topics related to QRIS.
The QRIS Administrator will coordinate with the early learning division, licensing, and implementing partners to develop and implement policies and strategies for QRIS continuous quality improvement.
The Opportunity: Implementation of DCYF’s quality rating and improvement system, Early Achievers, is housed in the Early Learning Division.
The Quality Rating Improvement System (QRIS) Administrator reports to the Assistant Secretary of Early Learning and provides leadership and strategic direction for Early Achievers, a key strategy identified in the agency’s mission, vision and the DCYF Strategic Plan.
This position provides statewide leadership, oversight, and advisement to ensure early care and education approaches deliver high-quality services, ensuring providers and educators are knowledgeable and skilled, leading to children being prepared and ready for school.
This position supports the department’s efforts to develop and implement an enduring, comprehensive, and interconnected early learning system for children and families.
This position participates in the Early Learning Leadership Team and is responsible to support the oversight of multiple programs and activities.
This position is also responsible for providing agency risk assessment to reduce or limit the department’s exposure to legal liability, promoting regulatory improvement and reviewing and providing expert consultation to ensure alignment with federal and state requirements.
Some of what you will get to do: Oversees Early Achievers revisions and ensures roll-out is brought to scale, based on lessons learned from early adopters.
Advances work on the Early Achievers quality improvement plan focused on issues related to racial equity, taking into consideration feedback from stakeholders.
Serves as the advisor to the Assistant Secretary, as well as other Early Learning Leadership team members on key strategies, as directed.
Communicates on significant issues affecting QRIS with Assistant Secretary of Early Learning on a regular basis.
Supervises QRIS staff, assigning work activities, evaluating performance, and ensuring quality of work products.
Coordinates and supervises QRIS program planning, work processes and quality improvement.
Serves as subject matter expert and responds to requests for information from groups including, but not limited to legislators and legislative staff, researchers, Office of Financial Management (OFM), advisory committees, childcare union, internal DCYF staff and others regarding QRIS.
This includes drafting and submitting written information or reports, presenting to advisory or other stakeholder groups, participating and facilitating internal meetings.
Required Qualifications: Bachelor’s degree in early childhood education, social work, human services, education, behavioral sciences, organizational development, public administration or a related field from an accredited college or university.
AND Five (5) of progressively responsible and multi-dimensional experience in managing people and programs.
Which must include: Experience working with staff development, personnel rules and policies.
This includes hiring, supervising, building cohesive teams, delegate duties and hold staff accountable for timely, quality work.
Early Learning experience with a demonstrated understanding of the rules and regulations governing Washington’s Quality Rating and Improvement System (QRIS) and QRIS best practices across the nation.
Understanding of equity and a commitment to cultural humility.
Experience collaborating and coordinating with diverse stakeholders.
Experience presenting information to large audiences.
In addition to those required qualifications, our ideal applicant will also have some or all of the following: Master's Degree.
Public Administration and program management experience.
Articulate methods, concerns and recommendations.
Budget development and fiscal management.
Contracting and contract monitoring in Washington State.
Experience working in a licensed childcare facility.
Licensed childcare programs, family support principles and early childhood education.
Early childhood assessments including but not limited to the Environment Rating Scales and Classroom Assessment Scoring System.
Issues affecting families in poverty and culturally diverse families.
State legislative process.
