This full-time position supports the enterprise by providing reliable infrastructure from which L&I programs operate and works under administrative direction of the Administrative Services Deputy Assistant Director and is responsible for managing all components of the agency Transportation Management Program to include: HQ administrative pool vehicles, agency wide personally assigned vehicles (PAV), statewide electric vehicle (EV) initiative, and the statewide Commute Trip Reduction (CTR) program.
The ATO is the agency’s transportation expert and will be required to use independent judgment as they serve as liaison between L&I and DES Fleet Operations.
As the liaison, the ATO will ensure agency compliance with statewide policies and regulations regarding use of state-owned vehicles, also ensuring that vital information is communicated in a timely manner.
This position is also responsible to oversee and direct program activities and advisory of higher-level administrative staff regarding program components that are key to agency wide operations.
The ATO has extensive contact and collaboration with L&I staff (local/field), other state agencies, vendors, and external public customers coordinating use requests, reservations, maintenance, record keeping, legal compliance, risk mitigation and overall efficiency of L&I owned and leased vehicles.
This position routinely exercises independent judgement and has delegated decision-making authority.
Duties Some of what you’ll do: Manage and coordinate requests and administration of reservations for L&I headquarters centralized motor pool vehicles.
As a technical specialist, serve as a liaison between L&I and DES Fleet Operations and ensure that L&I receives vital information such as vehicle recalls, replacements and regular scheduled maintenance in a timely manner.
Develop motor pool use policy and criteria for prioritizing the use of vehicles on a first come first serve basis.
Ensure vehicles are used under L&I guidelines and protocol.
Use discretion and independent judgement to effectively interpret, create, and/or implement management policies regarding the operating practices of vehicles.
Provide technical assistance and program specific consultation in response to customer inquiries and/or complex problem resolution.
Establish staff resource plans, including strategy, staff orientation, recognition, evaluation and reporting.
Comprise and conduct applicable driver training programs for agency staff.
Manage issuance of fuel cards and report lost or stolen fuel cards to the DES Fleet Operations immediately.
Retain up to date records on: Location of vehicles, driver names and license expiration dates.
Report vehicular road accidents to the driver’s Supervisor and coordinate with the DES Fleet for vehicle repair or replacement.
Maintain visual management and program dashboard to trend usage, POV reimbursement, users, etc.

Manage motor pool reservations though Outlook or applicable system(s).
Monitor usage weekly to ensure equal distribution of mileage.
Coordinate and oversee mileage reporting on a monthly basis via FASuite Info Center.
Record monthly EVs mileage usage and prepare annual report of underutilized vehicle (Under 10,000 miles annually).
Work with L&I Internal Safety & Risk Management to provide emergency kits and safety gear for the motor pool fleet vehicles.
Develop, manage, and review for approval applicable budgetary information, financial requests, and/or related transactional details.
Conduct research and analysis required to justify funding proposals and applicable business decisions.
Develop and implement projects to expand administrative motor pools into Regional field offices statewide.
Qualifications Required: Bachelor’s degree and four years of experience in a related field including planning, analysis, coordination, and consultation.
OR Master’s degree and two years of experience in a related field including planning, policy analysis, coordination and consultation with a variety of public and private agencies, organizations, and/or levels of government and supervisory experience.
Note: Experience may be substituted for education at the rate of one year of experience for one year of education.
A valid/unrestricted Washington State driver’s license.
Proficiency using Microsoft products such as Outlook, Word, and Excel.
Strong customer service skills.
Ability to communicate effectively in written and oral form.
Ability to work independently.
Ability to provide customer guidance and training on agency policies, procedures, and best practices in program services.
Desired: Project Management (PM) experience and/or formal PM certification.
Experience working with Lean and/or other continuous improvement methodologies.
