The OpportunityWSDOT is seeking a skilled Fiscal Analyst 2 to support the HQ Capital Facilities office in Tumwater, WA.
The mission of the Capital Facilities Office is to support agency employees and the travelling public by providing safe, reliable, and functional workplaces and public spaces.
This position contributes to the mission of the department by performing professional level financial review and analysis of accounting and fiscal data in accordance with Generally Accepted Accounting Principal (GAAP) and WSDOT policies and guidance.

What to ExpectAmong the varied range of responsibilities held within this role, the Fiscal Analyst 2 will: Serve as the primary financial liaison to vendors and state agencies regarding fiscal activities.
Review, analyze, and prepare accounts payable, labor/payroll, travel, P-card, Central Travel Account transactions (CTA), purchasing, Certificate of Participation (COP) payments and work order management.
Conduct independent research and analyzes expenditure transactions to determine the necessary actions and communicate findings/solutions to supervisor.
Work directly with headquarters and departmental staff across all regions to identify potential financial problems and resolve related discrepancies within the agency.
Respond to questions from vendors, leased property owners, and other agency staff regarding financial matters.
Review and process contract payments in the CAPS System.
Create and maintain data tracking spreadsheets and change order requests for contracts.
Conduct independent research and communicate discrepancies to supervisor.
Provide recommendations and solutions.
Provide technical guidance and training to departmental staff related to a multitude of financial systems.
Prepare and communicate fiscal year / biennium closing adjustments and accrual journal vouchers for receivables and payables.
Review, monitor, and update expenditures for approximately 100 wireless leases.
Responsible for the payroll and timekeeping for the Capital Facilities Office.
Responsible for reviewing, analyzing, verifying payroll reports, and correcting discrepancies.
QualificationsTo be considered for this opportunity, the following are required: Two (2) years of fiscal, auditing, or budgeting professional experience; OR an Associate’s degree in business, accounting, finance, or related field.
Principles and practice of financial records and perform accounting functions.
Computer software programs (e.
g.
, Outlook, Excel, Power Point, Word).
Internal control procedures to protect and safeguard organizational assets and resources.
It is preferred that qualified candidates also have: Providing excellent customer service.
Apply accounting principles and procedures to work assignments.
Use accounting database and spreadsheet software to input, organize, track, and retrieve data.
Solve accounting problems related to work assignments.
Ability to apply and adapt established accounting methods to a variety of accounting transactions.
Ability to efficiently use a personal computer and applicable software to successfully perform the essential job functions of the position.
Ability to create, maintain, and interpret computer based financial reports from various database sources.
Analyze, implement, and interpret fiscal information.
Ability to work with multiple stakeholders to resolves issues.
