At the Washington Association for Community Health, we bring community health centers together to collaborate and expand access to high-quality health care statewide.
We help community health centers navigate state and federal policy, provide evidence-based health care, and problem solve as a group.
Our services include workforce development programs, technical assistance and training, and policy advocacy.

Position Summary The Senior Policy Analyst will be responsible for supporting the Association’s advocacy, policy, legislative and regulatory engagement under the direction of the Director of Policy, Advocacy & Communications, and the Chief Strategy Officer.
The role will perform policy and data analysis, research on behalf of the public policy team, and develop materials and strategies to effectively communicate to health center membership, elected officials and their staff, and other external stakeholders.
Essential Functions Conducts research and assists in preparation of policy proposals, messaging, and advocacy strategies.
Provides team, lobbyists, leadership, CHCs with timely research, analysis, written materials, and briefings on relevant issues.
Collaborates internally and externally with CHCs or other community-based partners on the development of new policies, providing timely information, research and analysis, and feedback as state and federal agencies develop guidance.
Tracks pending legislation and regulations as they move through their respective processes, including assisting with triaging new bills and proposed administrative rules, maintaining a detailed database and legislative calendar, and coordinating policy team hearing schedule and meetings during the legislative session.
Provide recommendations to leadership, lobbyists, and CHCs on bill issues.
Analyzes state and federal budget proposals to determine the impact on health care and public programs, including detailed tracking of budget development throughout the legislative process.
Provide recommendations to leadership, lobbyists, and CHCs.
Provide strategic, finance and policy expertise and services to drive objectives.
Represents organization at coalition meetings or other stakeholder forums, often in a leadership role.
Takes lead on policy and goals that advance health equity.
Contributes subject matter expertise on equity, social risk factors, poverty, social determinants of health, and population health both inside the organization and with external partners.

Familiarity with the state and federal legislative processes, including budget and policy development.
Familiarity with researching state and federal statutes, administrative codes, and policy guidance.
Familiarity with the Affordable Care Act, public health insurance programs and commercial insurance programs at state and national levels, as well as federally qualified health center regulations.
Possess commitment to and understanding of the root causes of health inequalities; advocate for equity related to age, disability, religious culture, ethnicity, sexual orientation, social class, indigenous background, national origin, and gender.
Strong budgetary and policy analysis skills Excellent oral and written communication skills, including an ability to clearly translate and communicate information and analyses for various audiences.
Strong organizational and project management skills, as well as attention to detail.
Highly self-motivated and able to logically solve problems with little supervision.
High degree of comfort using technology and shared platforms to collaborate.
Ability to multi-task, work under pressure and adapt to change.
Strong desire to learn, ask questions and drive toward solutions.
Required Education and Experience Bachelor’s degree related field.
1-3 years’ experience as a policy analyst researching and analyzing complex issues and developing recommendations.
Preferred Education and Experience Experience working within the state or federal legislative landscape, including support for elected officials, candidates for public office, or state agencies.
Experience working as a healthcare provider, within a health system or other healthcare entity.
Experience working in a setting that serves the general public.
Additional Requirements Must possess reliable and dependable transportation.
Occasional travel to support in-person meetings, including occasional evenings and weekends.
Work Environment Working indoors in an office setting.
The Association supports hybrid models of work, both in person and remote.
The hybrid model requires at least 2 days in the office.
Position Information: FLSA: Full-Time Exempt Salary Range: $71,900 to $91,700 DOEE Location: Hybrid Olympia, WA Benefits: Medical, Dental, & Vision Insurance.
Life and Long-Term Disability Insurance including supplemental Life Insurance.
Eleven (11) paid holidays and three (3) Floating Holidays.
