Description About WSDOT Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state.
In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.
The Opportunity WSDOT’s Public Transportation Division is currently seeking a Transportation Planning Specialist 3 to serve as the Employee Transportation Coordinator.
This position will increase WSDOT employees’ use of non-drive alone modes for commute and business purposes; support employee productivity, retention, and satisfaction; and engage and support WSDOT's regional employee transportation coordinators, human resources staff, and others.
The top candidate will lead WSDOT’s statewide employee transportation program: WSDOT’s internal commute trip reduction (CTR) program and its statewide internal telework, compressed work week, and flexible scheduling efforts.
What to Expect Among the varied range of responsibilities held within this role, the Employee Transportation Coordinator will: Lead comprehensive, statewide program.
Perform program management and delivery, engagement, data collection, data and policy development, and reporting.
Verify statewide incentives benefits for WSDOT’s payroll office, review and approve program invoices, manage program expenditures and budgets, and conduct employee engagement.
Measure, analyze, and report Transportation Demand Management (TDM) program performance to agency leadership, boards, and external partners.
Develop and deliver work plans, budgets, performance measurement plans, tools, policies, and associated documents.
Lead the team that provides modern work environment participation data to WSDOT executive management and the Washington State Office of Financial Management.
Collaboratively engage project partners inside and outside WSDOT.
Provide planning support to other TDM and public transportation efforts, including statewide CTR.
Develop performance targets and develop and deliver work plans and strategies to achieve them.
Qualifications To be considered for this opportunity, the following are required: Bachelor's degree involving major study in transportation; landscape architecture; environmental or urban, regional, or land use planning; engineering; or public or business administration AND three (3) years of professional transportation experience involving analysis and evaluation of transportation issues and problems.
Analysis of environmental issues and problems that involve transportation issues will also be considered qualifying experience.
A master's degree in one of the above fields will substitute for one (1) year of the required experience.
OR An equivalent combination of education and experience, including volunteer experience, can be used to meet this requirement.
OR One (1) year as a Transportation Planning Specialist 2, Transportation Engineer 2, Landscape Designer, or equivalent classification in city or county agencies.
In addition to the above qualifications, the following are also required: High-level knowledge and experience in TDM, multimodal transportation networks and their use and multimodal transportation planning, policy, analysis, and project delivery.
Ability to communicate effectively with interdisciplinary teams and share accurate and pertinent information in a timely manner.
Ability to participate in, facilitate and support conflict resolution and provide feedback in an open, constructive, and professional manner.
Ability to identify opportunities for creative problem solving while staying within the parameters of good practice.
Ability to consistently build positive working relationships with federal, state and local agencies policymakers and advocacy groups; consultants and contractors; colleagues and others.
It is preferred that qualified candidates also have: TDM-related experience and training, including development and delivery of employee commute trip reduction, telework, compressed work week, flexible scheduling, and work environment programs; policy development; and implementation.
Knowledge of local, state, and federal law rule making processes.

This position is eligible for remote work up to 100%, per supervisor approval.
In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
