The Housing Division (HD) partners with local governments, Tribes, housing authorities, nonprofits and other organizations to develop and preserve affordable housing, promote individual and family self-sufficiency, and reduce adult and youth homelessness.
This position reports directly to the Managing Director (MD) of the Homeownership Unit (HOU) in the HD.
This position is the Assistant Managing Director (AMD) of HOU, and represents the HOU, the HD, and Commerce, in meetings with legislators, press, and other key stakeholders.
The HOU and its related programs provide funds and assistance to create, maintain, and support statewide affordable homeownership opportunities for households with low-incomes, as well as provide financial and technical assistance to prevent foreclosure and homeowner displacement whenever possible.
The AMD is responsible for HOU staff management, policy formation, strategic planning, including the daily management of unit operations, and overseeing communication strategies with internal and external stakeholders.
This position is responsibility for implementing pro-equity anti-racism reforms within HOU.
The AMD serves as the primaryoperational leader of over $150 million per biennium in grants for services supporting and creating homeowners, and leads efforts to optimize operations, creating and managing centralized processes and procedures, and leading change management.
This includes assessing current practices, leading efforts to improve practices, and overseeing theadoption of new practices.
This position supervises staff that support programs across the unit, and partners with the MD and other HD units to oversee all efforts necessary to respond to legislative studies and reports.
This position leads staff engagement and caring for unit culture.
Additionally the AMD will supervise one FTE, the HOU Administrative Assistant.
This position works with the MD and the HOU lead team to design and enforce policies, processes, and guidance that further the goals of the agency’s strategic plan, and advances the unit’s strategic priorities.
In partnership with the MD, this position consults and collaborates with the other units in HD to ensure the implementation and delivery of housing programs and policies stay aligned and coordinated whenever feasible.
This position serves as a backup member of HD’s Management Team in the absence of the Managing Director.
This position has the primary responsibility for leading the: 1) Creation and maintenance of the HOU strategic plan, including stakeholder engagement.
2) Creation and maintenance of HOU product quality and accessibility standards and quality assurance processes.
Common HOU products include training presentations or videos, self-help manuals, reports and data visualizations.
3) Identification and implementation of racial equity reforms for HOU programs4) Development and administration of racial equity tools used to ensure policy decisions reduce structural racism,5) Engagement, coordination and communication strategies with internal and external stakeholders.
6) Development of operational procedures for the unit including leading the management team and supervisory team work plans, assessing current practices and optimizing operations, and managing centralized processes and procedures;7) Guiding change management, leading staff engagement, caring for unit culture.
This position consults and coordinates with the other HD units and programs and their staff, ensuring the implementation and delivery of our housing programs and policies stay closely aligned, consistent and coordinated whenever feasible.
EXAMPLE OF DUTIES Lead operations, staff engagement and change management• Work with the Managing Director and team leaders to design and enforce processes and policies that further the goals of the HD and the state homeless housing plan.
• Identify processes, polices, and best practices that should be consistent across the unit, and facilitate development and ongoing implementation of shared procedures and policies that ensure cross-unit consistency.
• Coach and support staff; identify and support training, mentoring needs and professional growth opportunities.
Provide regular timely feedback, set goals and expectations, evaluate job performance and correct performance.
• Supports effective communication throughout the unit and division.
Lead strategic planning and quality assurances processes• Manage the HOU strategic plan and updates; Work with internal and external stakeholders to identify needs andpriorities.
• Oversee large-scale division-wide projects and cross-unit legislative initiatives.

• Represent HOU and Commerce in meetings with internal and external stakeholders, including legislators, legislative staff, federal, state and local government, tribal representatives, and media.
• Coordinate efforts to engage emerging homeownership supports people and organizations so that their feedback can be incorporated into HOU policies, work plans, and processes.
• Develop and maintain strong working relationships with stakeholders from corporate, banking, nonprofit organizations, local governments, federal agencies, and other state agencies.
Back up HOU MD: • Represents HOU and Commerce in meetings with internal and external stakeholders, including legislators, legislative staff, federal, state and local government, tribal representatives, and media.
• Leads special initiatives and ensures appropriate and optimal use of state resources to support and create homeowners.
• Speaks on behalf of the MD as required in unit, division, agency, legislative, and other public venues.
• Coordinates with the other units in HD to align program implementation and delivery.
SUPPLEMENTAL INFORMATION Work from Anywhere in Washington State This position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required.
