Description About WSDOT Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state.
In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.
The Opportunity WSDOT’s Public Transportation Division (PTD) is currently seeking a Transportation Planning Specialist 3 to serve as a Reports Planner.
This position offers remote work options and is accepting applications from candidates statewide.
The Reports Planner is PTD’s expert transforming legal, technical, bureaucratic language into plain-talked stories about public transportation mobility access across Washington state.
This position also works to translate data into understandable, meaningful infographics about the benefits of public transportation and commute trip reduction.
The Reports Planner manages and continuously improves PTD’s planning and reporting program, which delivers legislative and federally mandated plans and reports through print media.
A major goal of this position will be to bring the program into the 21st century with emerging technology, such as data dashboards and story maps.
This Reports Planner will also assist PTD’s community, tribal, and rural planning engagement programs, independently performing research, analyses, and evaluation for engagement projects across the division.
What to Expect Among the varied range of responsibilities held within this role, Reports Planner will: Organize documentation, delivery, performance evaluation, and continuous improvement of projects and programs to develop narrative for legislative and federally mandated plans and reports.
Plan, project manage, and deliver narrative for existing plans and reports.
Identify, analyze, and interpret new planning and reporting requirements in laws, rules, and budget proviso.
Use and improve existing program resources and tools and create new program resources and tools.
Research, identify, and deploy emerging technology to transition plans and reports.
Consult on the use data in plans and projects.
Plan and conduct research leading to the continuous improvement of community, organizational, tribal, and rural engagement for department and division plans, projects, and programs.
Analyze and make qualitative evaluations of public transportation providers’ state and federally required planning policies and procedures related to community, organizational, tribal, and rural engagement.
Analyze and make qualitative evaluations of community, organizational, tribal, and rural engagement projects and programs and summarize successful strategies for planning projects.
Qualifications To be considered for this opportunity, the following are required: A combination of education and experience equivalent to six (6) years of planning, writing, outreach, community engagement, policy development, training, and technical writing experience involving development, documentation, delivery, performance evaluation, and continuous improvement of reports and plans.
Higher education degrees will be substituted year for year for professional experience.
For example, a relevant bachelor’s degree would be considered equivalent to four (4) years of experience.
It is preferred that qualified candidates also have: Bachelor's degree involving major study in planning, education, technical writing, or communications.
General knowledge of best practices, industry standards, regulatory rules, and policies and procedures related to public transportation planning issues.
Knowledge of federal public transportation community and organizational engagement.
Working knowledge of multimodal transportation networks and their use.
Demonstrated technical/legal knowledge and aptitude of multiple state and federal requirements including Federal Transit Administration rules and regulations as well as state proviso, rules, and regulations.
Experience in meaningful engagement, community engagement, project management, process improvement/lean methodologies, facilitation, project and program evaluation, and data and analysis techniques.
Knowledge and skills in Drupal; document design; graphic design; technical writing; research; analysis; rhetoric; document usability; English grammar; punctuation; spelling; tone and diction; data use; design; analysis and presentation; and print and electronic publishing.
Knowledge of style guides and ability to apply information and graphic design best practices.

This position is eligible for remote work up to 100%, per supervisor approval.
In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
