The Opportunity: As a Fiscal Analyst 5, you have an opportunity to make a significant impact.
By serving as a Principal Assistant to the Cost Allocation Manager and the primary financial analyst, you will play a crucial role in maintaining the Chart of Accounts, collaborating with staff to receive federal revenue, and ensuring that the written Public Assistance Cost Allocation Plan (PACAP) aligns with the automated Cost Allocation Plan.
With your independent analysis of financial data and preparation of complex financial reports, you will be a key resource to the FBSD staff, ensuring that proper accounting techniques and controls are used in accordance with Generally Accepted Accounting Principles (GAAP).
Your work will help drive the success of the organization, and you have the opportunity to be a positive force for change.
Some of what you'll do: Create and distribute Chart of Account tools and HRMS reports to designated staff within the Finance and Business Services Division.
Follow accounting standards, Generally Accepted Accounting Principles, State Administrative & Accounting Manual (SAAM) policies and procedures, and federal regulations and state law.
Advise, consult, and train staff on how to submit properly completed edit workbooks to ensure accurate processing to the Agency Financial Reporting System (AFRS).
Determine and implement cost allocation procedures to ensure an accurate monthly update to automated cost allocation plan.
Collaborate with the Cost Allocation Manager to determine and implement grant management procedures to establish and close out grants in Grants Management System (GMS).
Analyze financial data and prepare year-end receivable accruals for federal revenue.
Assist management in briefing and responding to inquiries from the Office of Financial Management (OFM) accounting.
Review financial data and documentation to determine amounts owed to the agency.
| Required Qualifications: A Bachelor’s degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting.
Four (4) years of relevant professional experience with increasing levels of responsibility.
OR Four (4) years of relevant professional experience in accounting, payroll, finance, or a closely related field.
Eight (8) years of relevant professional experience with increasing levels of responsibility.
Note(s): Professional experience may substitute for education, but not for credit hours.
In addition to the above qualifications, the incumbent must also possess knowledge of: General Accepted Accounting Principles (GAAP) as well as accounting policies and procedures.

Effective communications and interpersonal relations.
Degree must be obtained from an accredited college or university whose accreditation is recognized by the U.

Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent verified by a NACES-approved organization at naces.

* | In addition to those required qualifications, our ideal applicant will also have some or all of the following: Four (4) years of experience operating in the Office of Financial Management’s Statewide Financial systems.
Two (2) years of experience with cost allocation principles or social service grants management.
Demonstrated experience utilizing Microsoft Office software, such as Word, Excel, and Outlook.
Ability to recognize and strategically analyze risks, benefits, opportunities, and associated costs of a prospective action.
Ability to analyze and interpret findings and prepare comprehensive reports.
