Within DES, the State Building Code Council (SBCC) advises the Legislature on building code issues and develops building codes used in Washington state that help to ensure buildings and facilities constructed are safe and healthy for building occupants, accessible to persons with disabilities and the elderly, and energy efficient.
What you will be doing: This position is the recognized specialist and subject matter expert in multiple building codes.
In this role, you will provide expert level analysis and consultation to the DES executive management and outside organizations, and independent staff support and specialized expertise to the State Building Code Council and technical advisory groups on the state’s building code amendment process.
The position also provides critical support for the State Building Code Council in its role in establishing the minimum building, residential, mechanical, fire, plumbing and energy code requirements necessary to promote the health, safety and welfare of the people of the state of Washington.

EXAMPLE OF DUTIES Some of the duties include: Independently serving as the primary resource providing technical information to local government officials and the construction industry on the state building code.
The SBCC is responsible for review and adoption of ten codes, each with specific subject matter.
This position is designated lead support for the technical review of two of the codes and the corresponding subject matter: International Building Code (IBC)International Existing Building Code (IEBC)This position is designated support for the technical review of two of the codes and the corresponding subject matter: Washington State Energy Code-ResidentialWashington State Energy Code-CommercialDevelop policy considerations and exercises decision making authority and independent judgement related to specialized topics through written and verbal interpretations to be approved by the State Building Code Council at the request of enforcement officials.
Consult with government officials, industry members and the public via email or phone, makes technical recommendations on building code compliance.
Serve as a technical resource to colleagues and Council members for issues related to the building codes and the buildings codes adoption.
Serve as project manager, technical expert, and resource person for the SBCC.
Provide verbal and written interpretations, conduct detailed technical and regulatory research and analysis on complicated building code issues.
Conduct research into scientific literature to support advisory opinions, using the internet, filed reports, code development publications and other reference materials.
Analyze and evaluate building code regulations and prepare Council studies and reports as required by the Legislature, the Governor’s Office and the Council, as assigned by the Managing Director.
Develop state building code rules.
Develop policies and procedures related to the adoption of state building code rule: Assure compliance with the Council’s rule making process, Administrative Procedure Act and the Open Public Meeting Act.
Review and approve the final copy for filing with the code reviser according to schedules published on the Washington State Register and within deadlines established by the legislature and the Council.
Provide professional level specialized expertise for the development of rules, regulations and legislation relating to the minimum state building code.
Analyze policies, laws, rules, and regulations for potential conflicts with RCW 19.

Collect data and present analysis to the Council’s technical advisory groups in preparation of reports, proposed rules and legislation, using communication tools including telephone conferences, webinars, power point and reference documents.
Attend Council meetings and other meetings related to the state building codes and provide written and oral presentations to the Council and its constituent groups.
Develop state amendments to the building codes to be taken before the Council.
Represent the SBCC at national meetings when directed by the Managing Director.
Implement process improvement solutionsProvide staff support to the Council, committees and technical advisory groups: Schedule and prepare meetings.
Contacts constituent groups and maintain participant lists, update web page information, develop and post agendas, take meeting minutes and track committee action.
Run interactive communication programs via phone and internet to support remotely located meeting participants.
Assist in the development of responses to public comments.
Provide guidance to the Council members on building standards issues and issues with code adoption.
Legislative coordination duties: Assist with drafting legislation and preparing testimony for legislative hearings.
Monitor legislative activity and prepare reports for the Council and the Legislature.
Coordinate activities in response to legislative mandates.
Assist the Managing Director and Council leadership on legislative issues, including preparation of fiscal notes and bill reports.
Review and assist in the preparation of legislation related to the building codes.
Work with other state agencies to eliminate conflicts in the building codes.
Present research findings and recommendations to Managing Director, Council members, elected officials, and outside organizations.
Testify at legislative hearings, as directed by the Managing Director.
Provide expertise and support on codes assigned to coworkers as needed.
