Administrative Hearings Interpreter - Spanish (Program Specialist 3)Office of Administrative HearingsHeadquarters Division NOTE: This position requires a Washington State Court Interpreter Certification (Spanish).

The Opportunity: The Office of Administrative Hearings (OAH) is currently looking to fill an Administrative Hearings Interpreter - Spanish (Program Specialist 3) position in our Headquarters division.
This position is critical to OAH’s ability to provide access to hearings for Spanish-speaking participants with limited English proficiency.
This position contributes to the mission of OAH by providing direct interpretation and translation services and participating in the design and improvement of the processes and systems required to offer those services.
This position provides direct, on-the-record interpretation in administrative hearings held by OAH’s administrative law judges.
The Interpreter position is part of the agency Language Access program and partners with individuals and groups across the agency to create and translate OAH documents and publications for Spanish-speaking appellants and hearing participants.
This position partners with OAH’s Language Access Coordinator in supporting language access needs for agency projects.
This position requires a Washington State Court Interpreter Certification (Spanish).

About the Agency: The 1981 Legislature created OAH to offer Washingtonians an independent, fair, and neutral forum to hold administrative hearings on disputed matters referred by state and local government agencies.
Operating out of field offices in Olympia, Tacoma, Seattle, and Spokane Valley there are currently 235 employees, including 120 Administrative Law Judges (ALJs) who preside over administrative hearings involving unemployment insurance benefits, child support, food assistance, medical benefits, business and professional licensing, and more.
OAH conducts hearings for more than 30 agencies and 160 programs.
Our referring agencies include the Employment Security Department (ESD), Department of Social and Health Services (DSHS), Department of Children, Youth, and Families (DCYF), Health Care Authority (HCA), Liquor and Cannabis Board (LCB), Department of Financial Institutions (DFI), the Office of the Superintendent of Public Instruction (OSPI), and others.

EXAMPLE OF DUTIES Duties include, but are not limited to: InterpretationProvide interpretation for administrative hearings.
Coordinate scheduling of interpretation services for hearings, hearing events, and call backs.
TranslationTranslate incoming and outgoing case-related documents, correspondence, technical and legal documents, and other agency materials between English and Spanish.
Translate standard templates and other language access materials.
Provide sight translations of case-related documents.
Review, edit, and proofread translations as assigned.
Consult with Language Access Coordinator, ALJs, referring agencies, and other subject matter experts to ensure that documents and terminology have not lost meaning in translation.
Provide guidance on “plain talking” or revising OAH documents and templates for translation into Spanish.
Administrative Language AccessProvide interpretation and translation services to assist with OAH’s outreach to external stakeholders and community members.
Collaborate with the Language Access Coordinator to improve processes related to translation and interpretation requests.
Monitor Spanish Team email box for incoming bilingual service requests and log service requests.
Maintain documentation of agreed terminology.
Convert translated documents to PDF format and provide completed documents to the requestor through approved methods.
Assist in language access and translation projects.
Assist with language access and interpreter training.
Work with Language Access Coordinator to analyze Spanish speaking public understanding of OAH programs and services, evaluate effectiveness of information to the Spanish speaking public and recommend changes as warranted.
Conduct research on, and provide information about, Spanish language and cultures in which Spanish is spoken to the originators of documents to be translated; translate concepts that do not exist in the target language and the cultures in which the target language is spoken.
