Description Keeping Washington Clean and Evergreen The Water Quality Program within the Department of Ecology is looking to fill an Intake Permit Administrator and Contaminated Site Coordinator (Environmental Specialist 2) position.
This position is located in our Headquarters Office in Lacey, WA.
Upon hire, you must live within a commutable distance from the duty station.
In this position you will have the opportunity to learn, or advance your understanding of, Ecology's National Pollution Discharge Elimination System (NPDES) permit program.
You will work with a team of dedicated permit staff to help coordinate administration of our two largest water quality general permits, the construction and industrial stormwater permits.
You will serve as the primary point of contact for managing permit-related records for both general permits through intaking documents, routing paperwork for processing, tracking contaminated sites and helping determine requirements for discharges to impaired waterbodies.
You will assist with database entry, coordination of compliance and enforcement actions, and provide records management support for the Technical Services Unit in the Water Quality Program.

Tele-work options for this position: This position will be required to work a portion of their time in the office.
Because the work will involve scanning and routing mail, the successful candidate will need to be in the office a portion of 2-3 days per week (these can be half/partial days).
Since it may fluctuate based on volume during certain times of the year, this position could have a maximum of 60-70% of their time spent teleworking.

Duties What makes this role unique? In this new position, you will have a unique opportunity to help revise some of our existing processes in order to improve our permit administration timelines, particularly for contaminated sites and sites with proposed discharges to impaired waters.
You will focus on tracking and routing permit-related applications and documents, identifying complex sites for additional review, and will coordinate with other Ecology staff to improve processes and timeliness.
What you will do: Serve as the primary contact for document intake.
You will track and log all applications, transfers, modifications, and other permit-related submittals.
Identify, track, and coordinate review of all complex permit applications, including sites with existing contamination or proposed discharges to impaired waters.
Work with permit writers, TMDL leads, and other subject matter experts to identify requirements applicable to construction or industrial stormwater permittees.
Provide data entry and data management support for permit administration or permit writing staff, as needed.
Help draft, update, and maintain documented Standard Operating Procedures for intake and permit administration.
Provide electronic and hard copy records support for the Technical Services Unit.
Qualifications Required Qualifications: Years of required experience indicated below are full-time equivalent years.
Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time.
We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked.
Examples of the proration calculations are: 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience.

Five years of combined experience and/or education as described below: Professional Experience: involving environmental analysis or control or environmental planning.
This experience may include a combination of the following: database/records management, working with water quality permits, implementing or interpreting environmental rules or regulations (e.
g.
Clean Water Act, Revised Code of Washington, Washington Administrative Code), and/or research/scientific study will substitute, year for year, for education.
Education: involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
All experience and education combinations that meet the requirements for this position: Possible Combinations College credit hours or degree as described above.
Years of required experience as described above Combination 1 No college credit hours or degree 5 years of experience Combination 2 30-59 semester or 45-89 quarter credits.
4 years of experience Combination 3 60-89 semester or 90-134 quarter credits (AA degree).
3 years of experience Combination 4 90-119 semester or 135-179 quarter credits.
2 years of experience Combination 5 A Bachelor's Degree.
1 year of experience Combination 6 A Master's degree or higher.

Experience with implementing water quality permitting requirements.
Experience with records management.
